- Description
- The Naval Oceanographic Office, Stennis Space Center, MS intends to issue a sole-source award to VT Halter Marine in Pascagoula, MS under the authority of 10 U.S.C. 2304(c)(1) and in accordance with FAR 6.302-1. This requirement includes the design and fabrication for one (1) Moon Pool Launch and Recovery System (MLARS), consisting of a monorail crane, bridge crane, Autonomous Underwater Vehicle (AUV) Handling System in accordance with the specifications and drawings. The MLARS will be installed onboard the T-AGS 66 Oceanographic Survey Ship upon completion. The primary purpose of the LARS is to launch and recover AUVs, Remotely Operated Vehicles (ROVs), and launch sonar measurement buoys, as well as other potential applications. The T-AGS 66 Survey Ship is being designed and constructed by VT Halter Marine (VTHM). VTHM retains the proprietary rights to the design data for T-AGS-66. In addition, it is not possible for another vendor to perform the design, engineering, and analysis associated with the design and calculations. The Government will require the contractor to provide parts listing for spares, special tools, equipment and materials needed for the MLARS. This action is unrestricted and the government anticipates a firm fixed price (FFP) contract will be issued with a 12-month option period for the purchase of spares, special tools and test equipment. The anticipated contract value is $1. 55 M, with an anticipated award date of 15 March 2014. This action is for a noncommercial item and will be processed utilizing procedures in accordance with FAR15 Contract by Negotiation. NAICS 333923 with business size of 500 employees applies. This synopsis is published for informational purposes only and is not a request for competitive offers. All responsible sources may submit a proposal that will be considered by the Naval Oceanographic Office. Any inquiries concerning this requirement are to be submitted in writing to the Contracting Officer. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. See Note 22.
