- INVITATION FOR BID. THE ATTACHED INVITATION FOR BID, SPECIFICATIONS AND DRAWINGS ARE ISSUED UNDER SOLICITATION NUMBER HSCG82-14-B-PMV060. THE PREVIOUS SOLICITATION NUMBER FOR THIS PROJECT HSCG82-13-B-PMV282 IS CONSIDERED OBSOLETE. ALL FUTURE POSTINGS PERTAINING TO THIS PROJECT WILL BE ISSUED UNDER THIS NEW SOLICITATION NUMBER. PLEASE REGISTER AS AN INTERESTED VENDOR IN ORDER TO OBTAIN EMAIL NOTIFICATIONS REGARDING THIS PROJECT. ----------------------------------------------------------------------------------------. SYNOPSIS - THIS IS A TOTAL SMALL BUSINESS SET ASIDE: The following are tentative dates for this project: Solicitation issued: December 27, 2013 Bid Opening: January 28, 2014 Contract Performance Completion: October 2014 The solicitation and plans in its entirety and any amendments will be available at no charge online at http://www.fbo.gov under the above solicitation number. ----------------------------------------------------------------------------------------. SOURCES SOUGHT - THIS IS A SURVEY OF THE MARKET TO DETERMINE IF THERE ARE POTENTIAL CONTRACTORS THAT CAN SATISFY THE FOLLOWING REQUIREMENT: This project is to furnish all labor, materials, tools, equipment and supervision necessary to remove two (2) existing 12,000 gallon diesel fuel storage tanks and one (1) existing 5,000 gallon used oil storage tank, complete, including related (limited) piping, pumps, (limited) electrical service and appurtenances; remove existing diesel fuel storage tank bottom mounted to an existing emergency generator; remove existing (limited) section of concrete spill containment berm and (limited) section of existing asphalt pavement to allow the new expansion of the concrete spill containment berm area; provide new expansion of the concrete spill containment berm area including new access ramps, painting and markings including making repairs of damaged sections and surface refinishing of the entire existing resurfacing concrete spill containment berm area; provide one (1) new 12,000 gallon concrete vaulted diesel fuel storage tanks, complete, including (for each) but not limited to access stairs, tank mounted pump and appurtenances, piping, valving and electrical service; provide new diesel fuel distribution system including cabinet dispenser (for fueling of local (small) containers and vehicles), piping, valving, filtration system and meter - all located within the existing spill containment berm area; provide new diesel fuel filling port and distribution to fill all fuel storage tanks from one location; provide one (1) new 6,000 gallon concrete vaulted used oil storage tank, complete, including but not limited to access stairs and appurtenances; provide new sled-mounted double walled diesel fuel storage tank for existing emergency generator; provide new fuel system delivery testing and commissioning operations; provide new electrical service to power the new equipment; provide all of the Work in accordance with the usual and customary local requirements for Puerto Rico's seismic zone rating. The performance period will be 175 calendar days. The estimated value of this procurement is between $500,000 and $1,000,000. The applicable North American Industry Class System (NAICS) 2007 code is 237990. The small business size standard is a three-year average annual gross receipt of $33.5 million. Bid, payment, and performance bonds are required. All responsible sources eligible under the set-aside may submit a bid which shall be considered by this agency. The U.S. Coast Guard is considering whether or not to set aside this acquisition for HUBZone concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB) or Small Business concerns. At the present time, this acquisition is expected to be issued as a Small Business set-aside. However, in accordance with FAR 19.1303 and FAR 19.1403, if your firm is HUBZone certified or a Service-Disabled Veteran-Owned Small Business (SDVOSB) and intends to submit an offer on this acquisition, please respond by e-mail to Lesia.K.Moyer@uscg.mil or fax to 305-278-6696 with "Sources Sought for Solicitation Number HSCG82-14-B-PMV060" in the subject line. Please reference the above solicitation number in all correspondence pertaining to this project. Your response should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) a statement identifying your certified small business designation; (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; and (d) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. Contractors are reminded that should this acquisition become a HUBZone or SDVOSB set aside, FAR 52.219-3, Notice of Total HUBZone Set-Aside or 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, will apply. Response is required by November 29, 2013. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone or Service-Disabled Veteran-Owned Small Business set aside.
