Description
The Bureau of Land Management (BLM) National Operations Center Acquisitions Office is announcing an Industry Day and one-on-one meetings for parties interested in the Wildland Firefighter Medical Standards Program. The Industry Day will be held on January 30, 2014 at the Denver Federal Center. This announcement is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or solicitation nor a promise to issue a solicitation in the future. This request does not commit the Government to contract for any supplies or services whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposal. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this announcement; all costs associated with responding will be solely at the interested partys expense. Not responding to this announcement does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website (FBO.gov) and FedConnect.net. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. Background The National Interagency Fire Center (NIFC), located in Boise, Idaho, is the nations support center for wildland firefighting. Eight different agencies and organizations are part of NIFC, five of which employ arduous duty Wildland Firefighters who have primary fire program responsibilities on more than 676 million acres. Firefighter and public safety is the first priority in all fire management plans and activities. As such, Federal Interagency Wildland Firefighter Medical Standards have been established to ensure firefighters can perform their duties safely and without undue risk to themselves or others. The Department of Interior (DOI) Medical Standards Program is striving to improve the processes by which arduous duty Wildland Firefighters are determined to be medically qualified for duty. The DOI Agencies (Bureau of Indian Affairs {BIA}, Bureau of Land Management {BLM}, US Fish and Wildlife Service {FWS} and the National Park Service {NPS}) are contemplating establishing a requirements contract for medical exams and qualifications determinations to serve as a model for all DOI Medical Standards Programs. Objectives The primary purpose of this industry day is exchange information with industry regarding the Governments needs and the industries capabilities to fulfill those needs. The first of two objectives for this specific announcement is to provide industry with the DOI Medical Standards Program vision of the future state of the medical qualification determination process for arduous duty Wildland Firefighters and industry's role in achieving a successful solution. In addition, the Program Manager (PM) and Contracting Specialist will provide strategic insights and staff introductions in support of the program's way ahead. The second objective is for the Government to learn about the current state and capabilities of the industry to provide integrated solutions for the provision of: a) Medical examinations for Wildland firefighters in rural and frontier locations all 50 states and U.S. territories; b) Independent, centralized review of exam results for medical standard qualification determinations; and c) HIPAA & Privacy Act compliant electronic and hard copy Medical Record management. A complete Statement of Objectives for the program will be published on or about January 13, 2014. Instructions for Interested Parties Industry day is open to all contractor, media and Government personnel. All interested parties must RSVP as directed below. Due to limited time and facility resources, each contractor or government organization will be limited to 5 representatives on a first come basis. This limitation applies to both the attendance briefing and the one-on-one meetings. Walk-ins will be accommodated in both the briefing and for one-on-one meetings as resources allow. To participate, follow these steps: 1) RSVP and register for one-on-one meetings by January 24, 2014. Please RSVP via e-mail to jrodmansnyder@blm.gov and mportraz@blm.gov and include: a) Name of Company b) Names and email addresses of Individuals attending c) Request for One-on-One meeting, if desired. 2) Revisit this posting at FedBizOpps on or before January 13, 2014 to Review the Statement of Objectives, and submit any questions and comments in the format provided. Questions and comments will be allowed and are still expected during the general briefing and the one-on-one sessions. Early submission of questions will allow the government team time to prepare more detailed responses. 3) Arrive at the Denver Federal Center, Building 25 Lecture Hall for registration between 8:00 and 8:45am. Presentations and questions and answers will be provided in the morning. Individual 40-minute appointments with program representatives will be available the afternoon of January 30 and the morning of January 31. The Government intends to publish all questions and answers and release the names of all companies in attendance after the event.
