Description
The National Information Standards Organization (NISO), a non-profit association accredited by the American National Standards Institute (ANSI), identifies, develops, maintains, and publishes technical standards to manage information in our changing and ever-more digital environment. NISO standards apply both traditional and new technologies to the full range of information-related needs, including retrieval, re-purposing, storage, metadata, and preservation. LC FEDLINK intends to award this requirement as a Sole Source contract to National Information Standards Organization (NISO). Any firm that wishes to be considered for this requirement must submit a capability statement that demonstrates its ability to meet all the requirements described in the Statement of Work below. STATEMENT OF WORK/SPECIFICATION (DRAFT- SUBJECT TO CHANGE) NISO Webinars - FEDLINK Member Attendance C.1. BACKGROUND. The mission of the Federal Library and Information Network (FEDLINK) is to foster excellence in federal library and information services through interagency cooperation. FEDLINK serves federal libraries and information centers as their purchasing, training and resource-sharing consortium. Providing this opportunity for FEDLINK members to attend workshops at a reduced rate allows a maximum number of federal employees to attend, fulfilling our mission to get our members the best products at the best price. C.2. SCOPE A. The National Information Standards Organization (NISO), a non-profit association accredited by the American National Standards Institute (ANSI), identifies, develops, maintains, and publishes technical standards to manage information in our changing and ever-more digital environment. NISO standards apply both traditional and new technologies to the full range of information-related needs, including retrieval, re-purposing, storage, metadata, and preservation. NISO fosters the development and maintenance of standards that facilitate the creation, persistent management, and effective interchange of information so that it can be trusted for use in research and learning. NISO has a long history of organizing the community to remove barriers to discovery, retrieval, management and preservation of published content. They bring together libraries, publishers, information systems vendors engaged in information exchange to develop technical standards and other consensus documents, disseminate information about those projects and other initiatives ongoing in our community, as well as educate the community about technological advances affecting the information exchange community. As federal budgets and space allocations continue to shrink, their training is vital to the FEDLINK community, providing expanded options for serving its membership. B. Members who attend these events will gain knowledge about new and upcoming advances in technology and social media, as well as the newest information on collection digitization and storage. C. This is the 2nd year for the agreement between LC/FEDLINK and NISO for FEDLINK to broker registration on behalf of FEDLINK members at their webinars. C.3. CONTRACTOR REQUIREMENTS A. SPECIFIC TASKS: 1. Provide descriptive and promotional information that the FEDLINK can use to develop publicity about the event; 2. Allow FEDLINK to register an unlimited number of attendees at the discounted rate; 3. Provide all materials necessary to conduct the workshop; 4. Bill FEDLINK members paying via credit card, check, or billable document; 5. Provide FEDLINK with attendance records for members paying via FEDLINK Training (FT) accounts upon completion of the workshop; 6. Provide FEDLINK with a signed invoice upon agreement of final price. B. TASK PRIORITY AND TIME FRAMES 1. Provide descriptive and promotional information that the FEDLINK can use to develop publicity about the event: 2. Allow FEDLINK to register an unlimited number of attendees at the discounted group rate: by designated deadline. 3. Provide all materials necessary to conduct the workshop. 4. Bill FEDLINK members paying via credit card, check, or billable document: within 1 month 5. Provide FEDLINK with attendance records for members paying via FEDLINK Training (FT) accounts upon completion of the workshop 6. Provide FEDLINK with a signed invoice upon agreement of final price C.4. DELIVERABLES NISO will provide a report of all FEDLINK attendees for review by FEDLINK. C.5. TESTING AND QUALITY ASSURANCE FEDLINK membership continues to request a FEDLINK discount for the event. Membership interest as well as company efficiency is the quality assurance criteria. C.6. PERIOD OF PERFORMANCE & DELIVERY SCHEDULE The period of performance of this contract will be from February 1, 2014 to January 31, 2014 with four one-year option periods.
