Description
Limited Source Justification for ED-PEP-12-O-0005 Modification 0012 Pursuant to Federal Acquisition Regulation 8.405-6(a)(1)(ii)(2), the U.S. Department of Education (Department) issued a contract modification to ED-VAE-12-O-0005 that added work to the Order with the incumbent contractor. The purpose of the Promise Neighborhoods initiative is to put education at the center of the comprehensive efforts to fight poverty in urban and rural areas. Promise Neighborhoods grantees and their partner organizations provide services ranging from early learning to college and career readiness, as part of a larger effort to improve the health, safety, and stability of neighborhoods as well as to expand access to learning technology and increase family engagement in learning. The purpose of the Order is to guide Promise Neighborhood grantees in collecting consistent and comprehensive data about neighborhood characteristics, Promise Neighborhoods, alternative program services, and program outcomes. The contractor shall merge those data into a master database and create restricted-use data files with individual-level and program-level indicator and implementation data for approved future research. The contractor shall develop common definitions and collection strategies for the data, provide technical assistance to grantees on building a database for the data, and provide technical assistance to grantees on collecting and entering data into the database. The modification to the Order provides for expanded technical assistance for the FY 2011 and FY 2012 Promise Neighborhood grantees for the remaining period of their grants from December 2013 through March 2015, with options to continue the technical assitance to December 2016. In addition, the modification includes a requirement for the contractor to participate in four (4) collaboration and cross-site meetings a year with the Department and its partners to maintain alignment among all participating stakeholders, with options to continue to participate in these meetings until December 2016. The modification is funded at 498,076, with options totalling $104,712. The Department determined that modifying the existing contract for this expansion of technical assistance for FY 2011 and FY 2012 Promise Neighborhoods grantees was the most economical and efficient approach because the work is the same technical assistance that is currently provided under the contract and the extension of the technical assistance will only continue until the end of the current contract performance period, including all options. Consistent with Federal Acquisition Regulation 8.405-6(a)(1)(i)(C), the new work is a continuation of the work that is currently being provided and it was done in the interest of economy and efficiency. To do otherwise would result in duplicate technical assistance resulting in duplicate payment. In addition, there would be operational disruptions caused by having two contractors performing the same work at the same time that would be managed by the same Department staff and provided to the same state representatives. This type of disruption could jeopardize the success of the Promise Neighborhoods program, cost more money and un-do the progress that has only been achieved by having the same team of contractor personnel, Department personnel, and state and local personnel working together in collaboration since the inception of the Order. Attached is a copy of the Limited Source Justification for ED-PEP-12-O-0015 Modification 0012 that was awarded on December 31, 2013.
