- Justification for Other than Full and Open Competition for ED-VAE-13-C-0060 Modification 0001 Pursuant to Federal Acquisition Regulation 5.201(b)(1)(ii), the U.S. Department of Education (Department) issued a contract modification to ED-VAE-13-C-0060 that added work to the contract with the incumbent contractor. ED-VAE-13-C-0060 was awarded to Kratos Technology and Training Solutions, Inc. (Kratos) with an aggregate period of performance that began September 27, 2013 and is scheduled to end on September 26, 2016 if all options are exercised. The purpose of the contract is to further integrate adult education into broader career pathways system development at the state and local levels by building upon the successes and lessons learned through earlier federal investments. To achieve this goal, the contractor is responsible for: (1) managing the project to ensure accountability and successful outcomes; (2) developing and implementing a multi-tiered technical assistance plan; (3) developing a career pathways affiliate network; (4) organizing, coordinating, and facilitating an advisory group of subject matter experts that will ensure that the project's activities are well informed; and, (5) conducting appropriate outreach and dissemination activities. The modification to the contract provides for specific technical assistance and subject matter expertise for the early learning career pathways initiative. Early learning is one industry where there is a shortage of skilled workers that requires a more intensified effort to correct. The modification covers the period December 20, 2013 through September 26, 2016 and has been fully funded at $698,517. The Department's decision to modify the existing contract for Technical Assistance for Developing Career Pathways was based upon the fact that the new work is fully imbedded within the work that was initially awarded under contract ED-VAE-13-C-0060. If the Department were to treat this new work as a separate procurement, it would result in duplicative costs for technical assistance and subject matter expertise as well as duplicative administrative cost. Issuing a modification for this new work enables the Department to leverage the existing contractor team structure to reduce performance costs and ensures consistent technical assistance is provided for all of the targetted career pathway iniatitives. Attached is a copy of the Justification for Other than Full and Open Competition (JOFOC) for ED-VAE-13-C-0060 Modification 0001 that was awarded on December 23, 2013.
