Notice Type: Intent to Sole Source Intended Awardee: The Trustees of Princeton University Office of Research and Project Administration P.O. Box 36, 87 Prospect Avenue, 2nd floor Princeton NJ 08544 Title: Marriage and Child Well Being Journal Issue Requisition#: ACF125063 Date: January 3, 2014 Notice of Intent: The Department of Health and Human Service (DHHS), Administration of Children and Families (ACF), Office of Planning, Research and Evaluation (OPRE) intends to award a purchase order to support OPRE's efforts to produce a multi-chapter Journal issue drawing on and reflecting research since 2005 addressing healthy marriage and family and child well-being. Activities include identifying and engaging one or more Editors for the Journal, identifying and engaging authors who are well-regarded researchers in the field of marriage and family formation to prepare papers that can be included as chapters in the Journal, determining the content/papers to be included in the Journal, and editing and producing the volume.. In accordance with FAR 13.106-1(b)(1)(;) competition is being restricted because the Future of Children bi-annual journal is the intellectual property of, and copyrighted by The Trustees of Princeton University, and because of this The Trustees of Princeton University are uniquely positioned and qualified to produce an updated Journal that builds on their prior history in producing their 2005 Journal on Healthy Marriage and Child Well-being. The updated journal will consist of the last 10 years of research in the field and their findings and present important research, readily accessible to policymakers and practitioners, on the issues and implications of family formation and structure for adult and child well-being. The updated research being presented in the journal addresses the many issues related to marriage, such as the effects of family formation and structure on key outcomes such as income, child and adolescent development, and adult health and mental health; exploration of the variation in marriage rates amount sub-groups of Americans and implications; implications of tax and income-transfer program policies for marriage and other family formation decisions; or prevention focused programs to provide healthy marriage and relationship education. The Trustees of Princeton University have worked for many years to produce the Future of Children, a bi-annual Journal. The mission of the Future of Children is to translate the best social science research about children and families into information that is useful to policymakers, practitioners, grant-makers, advocates, the media, and students of public policy. Subject to the availability of funding, the collaborators publish two journals and policy briefs each year on a range of topics, with children's policy as the unifying element. There is a senior editorial team representing the two institutions and multiple disciplines. The Trustees and the Institute ensure that the Future of Children is relevant to a wide audience by including the best objective research possible. In support of this objective, the articles contained in the journals are literature reviews that provide a balanced view of the literature and evidence, review both basic and "policy-relevant" research to highlight what is known as well as what works, and avoid using overly technical language. In keeping with its commitment to reach a broad audience, The Future of Children offers all electronic versions of its materials on its website, www.futureofchildren.org, and attendance at its outreach forums free of charge. In 2005 they produced a journal focused on Healthy Marriage and Child Well-being. There has been a large body of new work focused on healthy marriage and implications for child well-being in the intervening years. An updated Journal on this topic would be a valuable contribution to the work of ACF, other governmental policymakers, those who provide services to couples and families, and to researchers. Background: A large body of research indicates that healthy, stable marriages provide benefits to the children and adults in such families as well as to society. While it has more recently stabilized, the decline in marriage in the U.S. has generated interest by policymakers and others in the role of marriage in American life. Based on the research on the benefits of marriage and the detrimental effects of divorce and family break-up, government officials and others have developed policies and created or launched programming to strengthen marriage, lower divorce rates, reduce out-of-wedlock births, and encourage responsible fatherhood. Policy makers and those working with families would benefit from a compilation of current research that addresses the many issues related to marriage, such as the effects of family formation and structure on key outcomes such as income, child and adolescent development, and adult health and mental health; exploration of the variation in marriage rates amount sub-groups of Americans and implications; implications of tax and income-transfer program policies for marriage and other family formation decisions; or prevention focused programs to provide healthy marriage and relationship education. Such a compilation was last produced in 2005. The intervening years has generated considerable new research, including for example more research on marriage among same-sex couples and gay parenting and findings from evaluations of marriage and relationship education programming and other prevention strategies that would benefit from a special focus and compilation. Objective: The objective of this acquisition is to secure expertise to produce a Special Issue Journal that draws on the most relevant research on marriage and child well-being, since the last prior Issue in 2005. The objective is to present important research, readily accessible to policymakers and practitioners, on the issues and implications of family formation and structure for adult and child well-being. Contractors possessing equal capabilities are encouraged to respond in writing no later than January 17th 2013. All responses should provide at a minimum: 1. Cover letter/Capabilities Statement illustrating organizations' technical capabilities and expertise, as it relates to the requirements presented in this notice 2. List of at least 3-5 past performance references to include: a. Description of previous work efforts b. Contract number c.
