- *This is Amendment 1 to the combined synopsis/solicitation.* This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is W912DQ-14-T-1003 and it is being issued as a Request for Proposal (RFP). The Corp of Engineers, Kansas City District has a requirement to acquire an Audit Renewal Service. In order to procure this requirement, this combined synopsis/solicitation (W912DQ-14-T-1003) is issued as a Request for Proposal (RFP), with the intent of issuing a Firm-Fixed Price (FFP) contract. The contractor must possess current certification by the International Organization of Standards (ISO). The primary service the certification body provides is a team of certified auditors, including a certified Lead Auditor to conduct audits. As a certification body it must be able to certify that the U.S. Army Corps of Engineers, Kansas City District activities to include Project Management, Planning, Engineering and Design, and Construction Management functions comply with ISO 9001:2008 standards. A copy of the requirements, performance work statement, solicitation, and contract information has been provided and can be viewed from the ADDITIONAL INFORMATION link below. Offerors may send in proposals electronically provided that they do not exceed fifteen (15) pages in length. Remember, it is your responsibility to ensure that your bid/offer gets submitted and received to the proper person and location by the response date, which is January 21, 2014 at 3:00pm CST. It is also the bidders/offeror's responsibility to monitor this website for any amendments or cancellation to this combined synopsis/solicitation (W912DQ-14-T-1003). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-70. This RFP shall be set aside for small businesses and the associated North American Industry Classification System (NAICS) code is 541990 and the business size standard is $14M. This solicitation will be issued as a Set-Aside for Small Business. In accordance with FAR Part 19, and in coordination with the Small Business Administration (SBA), all responsible Small Disadvantaged Business, Women-Owned Small Business, HUB Zone Small Business, Service-Disabled Veteran-Owned Small Business, and Historically Black Colleges & Universities/Minority Institutions (HBCU/MI), sources may submit a proposal, which will be considered by the agency. FAR 52.212-1, Instructions to Offerors - Commercial, does apply to this acquisition with no addenda to the provision. FAR 52.212-2 Evaluation - Commercial items, does apply to this acquisition. In accordance with FAR 13.106 the solicitation will be procured as Best Value, based upon four factors: Experience, Past Performance, Contractor Qualifications and Price. Offerors must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with its offer. This provision is included in Section K of this combined synopsis/solicitation. If you are already registered in SAM (https://www.sam.gov), then you only need to complete paragraph B of this provision if you need to specify any differences from the information shown in your SAM registration. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, does apply to this acquisition with no addenda to the provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The specific clauses required are detailed in Section I of this combined synopsis/solicitation. OFFERORS INTERESTED IN RESPONDING TO THIS RFP MUST SUBMIT THEIR PROPOSAL ON THE ATTACHED SYNOPSIS/SOLICITATION. PLEASE NOTE: SAM REQUIREMENTS: In accordance with FAR 4.1102 the prospective awardee shall be registered and active in the System for Award Management (SAM).
