- The Department of Veteran Affairs Network 23 Contracting Office (NCO 23), on behalf of the Iowa City VA Health Care System, 601 Highway 6 West, Iowa City, IA 52246-2208, anticipates issuing a request for proposals (RFP) from verified Service Disabled Veteran Owned Small Businesses (SDVOSB) in NAICS Code 236220, Building Construction. The planned project includes all labor, materials, tools, supplies, equipment and supervision necessary to perform work for the renovation and expansion of space in delineated patient support areas of the Iowa City VA Health Care System, Iowa City, IA. The scope of planned construction includes but is not limited to: complete and partial demolition of select buildings, asbestos abatement, exterior utilities, roadway/ parking, and complete renovation of certain areas within the medical center. Some work will be done after normal working hours. Work will additionally involve phasing and maintaining access to medical center employees within and near construction areas. Construction will be in accordance with existing approved plans and specifications. This project is called "Renovate and Expand Space for Patient Support Areas," Project Number 636-311. Interested parties shall note that a site walk is tentatively scheduled for Friday, January 31, 2014 on the Iowa City VA Health Care System Campus (address above). Confirmation of the site walk date and time will be included in any solicitation issued. Offerors shall note that the Government anticipates issuing the new solicitation with bid deduct alternates. Any acquisition that follows this pre-solicitation notice will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation and Part 36 - Construction and A-E Contracting, and other applicable regulations. Magnitude of Construction is estimated between $5,000,000 and $10,000,000. NAICS code is 236220, Commercial and Institutional Building Construction. Solicitation documents, including specifications and drawings, are planned to be issued on or about January 20, 2014. Proposals will be due not less than one month following the issue date of the actual solicitation (exact date will be announced in the solicitation). These dates are not firm and may change due to unforeseen events. Offerors are advised to closely watch www.fbo.gov for all communications related to this planned solicitation. This notice is for informational purposes only and is not a request for proposals. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. No proposers list is maintained. All interested contractors are encouraged to register on this website and to utilize the interested parties function in order to facilitate communication with other interested parties. Prospective contractors shall note that this solicitation is planned as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. Offerors must be verified as an SDVOSB in the Department of Veterans Affairs VetBiz system in order to be eligible for award (www.vetbiz.gov). Offerors must be registered in the System for Award (SAM) database in order to be eligible for award. Bid, performance and payment bonds will be required.
