Description
U.S. Customs & Border Protection Border Enforcement Contracting Division 10710 N. Newport Highway, Spokane, WA 99218 SUBJECT: PR 20078213 - Request for Quotes; 5gal bottled water; Wellton, AZ; Blythe, CA areas. The U. S. Border Patrol is seeking quotes from interested parties to provide bi-weekly deliveries of 5 gallon bottles of potable drinking water for the U.S. Border Patrol remote locations near Wellton, AZ and Blythe, CA. Wellton, AZ: Bi-weekly deliveries of approximately 50, five (5) gallon plastic bottles of potable drinking water delivered to the Wellton, AZ., Border Patrol station at 10888 South Ave 31 E, Wellton, AZ 85356. Deliveries are NOT TO EXCEED 14 days between deliveries. Total of 3 water dispensers required for operational locations. Blythe, CA: Bi-weekly deliveries of approximately 50, five (5) gallon plastic bottles of potable drinking water delivered to the Blythe, CA, Border Patrol station at 16870 West Hobson Way, Blythe, CA 92225. Deliveries are NOT TO EXCEED 14 days between deliveries. Total of 4 water dispensers required for two separate operational locations. The contractor shall provide stackable crates for transporting the bottled water and water dispensers (refrigerated & heated) with hot and cold spouts, to accommodate the 5 gallon bottles, per each location (Total: 7 dispensers). The contractor shall NOT charge any additional cost for broken or cracked bottles. Empties will be exchanged upon each delivery. Bottled water will be transported, by the Border Patrol, to remote operations areas for use. Bi-weekly quantities will vary depending on environmental and operational conditions. Water must be certified as potable by a state or local health agency. There must be no unpleasant taste or odor to the water. This contract will be for a base year of February 1, 2014 through Sep 30, 2014 and four (4) separate option years of Oct 1, 2014 through Sep 30, 2015, etc, for the following years. Payments will be made by government purchase card (credit card) based on submission of monthly invoices by the vendor. Quotes must be received, at the Spokane address (above ), No Later Than noon January 17, 2014. Quotes will be accepted by mail, email, delivery service, or fax. Fax#: 509-468-3790. Fax quotes are not a guaranteed method of delivery. David.A.Moss@dhs.gov The winning vendor will be required to have a Federal Tax ID number, obtain a Dunn and Bradstreet number, and register in the government's SAM.gov site (System for Award Management). SAM registration must be completed no later than January 17, 2014. Non selection announcements will not be made. A non selection briefing may be requested, if request is received by this office NLT noon PST January 23, 2014. Request may be verbal or written. Debriefing will be verbal ONLY. Winning vendor should be notified NLT 3 pm PST, January 21, 2014. Price is the primary determination factor. Other factors will be: past performance; experience in performing this same type or similar work. Please address these factors when submitting your quote. The final determination will be based on the contracting officer's determination of "best value" for the government. Special consideration may be made for businesses that are registered with the U.S. Small Business Administration as: disabled veteran, HUB Zone, 8a, etc. If any sub-contracting is anticipated, this must be noted in your quote.
