- Description
- This synopsis provides notice of the Government's intent to extend Seaport-e Task Order N00178-04-D-4011-M802, in accordance with FAR Clause 52.217-8, Option to Extend Services. The contractor is American Electronic Warfare Associates, Inc. (AMEWAS), 22560 Epic Drive, Suite 103, California, MD 20619. This effort will provide continuity of engineering and technical services to the Naval Air Warfare Center - Aircraft Division (NAWC - AD), Integrated Combat Environments (ICE) Division (5.4.4) and Battlespace Modeling and Simulation (Battlespace M&S) Division (5.4.2) at Patuxent River, MD, while the follow-on contract is being completed. This extension covers a period of performance of approximately six (6) months that will commence on 16 February 2014 and end on 15 August 2014. This extension is necessary as the current contract is scheduled to expend all ceiling as of 15 February 2014. Due to the ongoing nature of the projects currently performed under Seaport-e Task Order N00178-04-D-4011-M802 and the need to continue these services without a break in support, AMEWAS is the only practical source for providing the necessary continuation of these services until award of a competitive follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The incumbent contractor currently has fully trained personnel and a fully developed management system in place for execution of the required work. Re-solicitation for the six (6) month period would not only result in a break in service but would incur excessive costs to the Government. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Per FAR Subpart 6.302-1, "Only one responsible source and no other supplies or services will satisfy requirements". AMEWAS is the sole source capable of providing these efforts without creating an impact on project schedules and operations that would be caused by a break in service. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services at an acceptable level for this short period of performance prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs, the Government would incur and not recover through competition, this requirement will be procured on a sole source basis.
