- Scope of Work Request for Information No.: 391-14-0001 Subject: Request for Information on Public Communication Project, USAID/Pakistan Issuance Date: January 6, 2014 Closing Date: January 31, 2014 Closing Time: 1600H Pakistan time This is a Request for Information (RFI) only as defined in FAR 15.201(e) to obtain information about capabilities and market information related to the attached draft Statement of work. This RFI seeks information from companies that have the capacity and proven track record to design and implement effective media and outreach campaigns to increase awareness and perception in order to inform the design of a future follow-on mechanism to provide these services to USAID/Pakistan. This RFI seeks to obtain information about interest, capabilities and market information related to the enclosed draft Statement of Work entitled ‘Public Communications Project.’ All activities under the proposed project will take place in Pakistan. Responses are to take into consideration the culture, norms and context of Pakistan. To assist in the efficiency of this process, please consider the following in preparation: Ensure comments are concise and specific to information included within the draft Statement of Work. Give special consideration to the following questions: 1. How will the following points be considered and included in developing, and implementing the campaign? (a)The mission’s goals for the proposed activity including building on the successes of the current campaign, the follow-on activity will develop and execute a more persuasive campaign and messages to considerably improve the project’s effectiveness; (b) communicate to target groups the development partnership between the Governments of Pakistan and the United States, particularly the fact that U.S. civilian assistance to Pakistan has delivered significant results on the issues most important to its government and all Pakistanis in energy, education, health, and economic growth; (c) the impact and benefits of these activities to Pakistanis; (d) promote U.S. policy themes and engage targeted audiences; and (e) that the United States seeks a relationship with Pakistan based on trust and mutual respect. 2. Taking into consideration the security issues and multifaceted relationship between the U.S. and Pakistan, explain how the campaign would be implemented to ensure success. 3. Explain the elements that would be included, emphasized, and the overall approach and creativity of the campaign your company would conceptualize, produce and execute in Pakistan, taking into consideration the United States’ objective of a strong beneficial relationship with Pakistan, against the background that it is in the security and economic interest of the United States that Pakistan becomes a secure, economically vibrant and stable democracy. 4. US civilian assistance to Pakistan is aimed at improving the lives of ordinary Pakistanis through support for improved access to electricity and power, good governance, economic development, and education. The United States Government looks forward, with Pakistan, to the day when that assistance is no longer necessary and both countries can move to an economic relationship of trade, not just aid. What alternative approaches might be considered in order to accomplish the same objectives? 5. Research shows that the following five groups are potential targets: (1) friends, (2) soft opponents, (3) aid acceptors, (4) skeptics, and (5) hard opponents. Define very briefly and discuss which of these groups would be targeted, why, and how. USAID is not seeking technical or cost proposals at this time. Do not submit a full proposal. Only the information requested above will be considered. Issuance of this notice does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for any costs incurred in the preparation of comments.
