Description
Synopsis 2 INFANTRY DIVISION HEADQUARTERS (HQ) OPS AREA (2ID G2)PROJECT NUMBERS CY13 ROKFC A13R103US USAG HUMPHREYS, KOREA This project will construct a 14,500 Square Foot secure facility containing administrative offices, an operation center and data center located in an unfinished portion of the proposed 2ID HQ facility. Construction shall comply with ICD 705 DoD Standards for Overseas construction. The construction contractor is responsible for the fit-out of the interior space including architectural finishes, lighting, power, HVAC, plumbing, information and communication, raised floor systems, secure tactical vehicle parking, antenna pads, fire sprinkler protection, Mass Notification and fire alarm systems, Intrusion Detections System (IDS) installation and access control systems. The facility shall comply with DoD Antiterrorism/Force Protection Requirements and other threat mitigation measures. Supporting facilities include underground utilities, security lighting, parking, paving, walks, curbs, gutters, fencing, storm drainage, exterior information systems, fire protection and limited site improvements including pile foundation for the antenna pads. The construction security surveillance contractor will be a sub-contractor to the construction prime contractor. The prime construction contractor shall be responsible for detailing, implementing, and maintaining a construction security program complying with the requirements contained in the ICD 705 for overseas secure facility construction for the duration of the contract. The construction security program shall include all aspects of physical, personnel, technical, and procedural security as required to comply with ICD 705 to allow for final accreditation of the secure facility. The Site Security Manager (SSM) will not be employed by the construction firm completing the project The secure facility to be constructed is subject to strict design, construction, and operational requirements that limit contractor personnel nationality and activities, require strict security measures during all phases of development, and require accreditation by the Accrediting Official as stated in ODNI 705.3. Estimated price range is between $25,000,000 and $100,000,000. A two Step Process is to be utilized, where Step 1 involves Pre-qualification of Offerors and Step 2 involves Requests for Proposals being issued to Pre-qualified Offerors. The tentative dates for project execution are as follows: Tentative Dates for Step 1 Solicitation Announcement: 24 January 2014 Bid Closing: 24 February 2014 Tentative Dates for Step 2 Solicitation Announcement: 10 March 2014 Site Visit: 28 March 2014 Bid Closing: 10 April 2014 The period of performance is 580 days after issuance of Notice to Proceed One CD copy of the Solicitation (RFP) including plans and specifications will be mailed to Pre-qualified Offerors by the US Army Corps of Engineers Far East District. The award is restricted to U.S. firms with a Facility Clearance Level of Top Secret. The award is not restricted to small businesses and there will be no reimbursement provided for services performed in response to the solicitation documents.
