- The U.S. Fish and Wildlife Service Region 5, is issuing a Request for Proposals (RFP) to provide delivery of #2 Fuel Oil and Liquid Propane to the Umbagog National Wildlife Refuge, Errol, New Hampshire. This procurement action is unrestricted. The NAICS code is 454310. This requirement is being procured in accordance with FAR Part 12 "Acquisition of Commercial Items" and FAR Part 15, "Contracting by Negotiation". This work involves providing delivery of the fuels described above, as defined in the Statement of Work that will be provided when this solicitation is issued/posted. Firms may provide pricing on one or all types of fuel listed in the Proposal Schedule. Firm Fixed Price contract(s) are anticipated with award to the offeror(s) providing the best value based on the evaluation criteria that will be outlined in the solicitation. This action is projected to have one base year and four option years totalling five years if all option years are fully exercised. The solicitation package will be posted to https://www.fbo.gov and available on https://www.fedconnect.net on or about January 28, 2014. Proposals will be due on February 28, 2014. Contractors must be registered in the System for Award Management (SAM) website at www.sam.gov, to be eligible for award.
