Description
A mudslide triggered by Hurricane Ivan's storm surge toppled a platform at Mississippi Canyon (MC) Lease Block 20. The platform's wells were covered by more than 100 feet of mud and sediment and as a result of structural damage, plumes containing crude oil and gas discharged into the Gulf of Mexico, creating a sheen on the surface of the water. To mitigate the discharge, in 2009, a subsurface containment system was installed at the MC 20 site, however, there continues to be a visible crude oil sheen on the surface of the water daily. The subsea containment system consists of: three 2700 cubic foot (100barrel capacity) steel domes, hoses, a marker buoy and a 50 barrel oil/water separator. U.S. Coast Guard administrative order 12-001 directed the Platform Owner to begin the design a new pollution dome system that is suitable for the environmental conditions found at the MC20 discharge site. The dome system is located at Mississippi Canyon Lease Block 20, south of New Orleans, LA (approximately 12 miles from shore), centered at 28 degrees 56' 12.619" and 088 degrees 58' 10.303" W. The water depth is approximately 440 feet. An engineering consultant is required to assist the USCG by evaluating and making recommendations to modify, re-design and/or un-install the current subsea containment system at MC 20 and also review new proposed containment system to eliminate the ongoing sheen and recover product. The USCG requires an engineering consultant to assist with an independent government assessment on the effectiveness of a new dome system. This assessment requires unique skills and capabilities related to hydrocarbon emissions through fine grained sediments, as well as marine structure engineering and the underlying physical processes associated with natural hydrocarbon seepage; skills not currently available within the U.S. Coast Guard. The contractor shall meet the following requirements: 1.Expertise in seabed flux measurements of oil and gas from natural and anthropogenic sources. 2. Expertise in analyzing temporal and spatial variability in seabed emissions. 3. Expertise in design, implementation, and failure modes of containment systems for collecting oil and gas at the seabed 4. Expertise in geologic controls on variability in emissions. 5. Expertise in oil volumetric estimation on the sea surface and in oil slick processes affecting oil slicks on the sea surface. 6. Expertise in modeling the fate of oil and gas droplets in the water column - a key factor to containment system design.
