Description
Sources Sought / MARKET RESEARCH Grounds maintenance on McChord Field at Joint Base Lewis-McChord (JBLM), Washington (WA). The Department of the Army, Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is currently requesting information in order to determine the existence of viable commercial sources capable of grounds maintenance services on McChord Field, JBLM, WA. The intended contract period is for a 1-year base period with four (4) one-year option periods (five years total). Description of services: The contractor shall plan, program, administer, manage, and execute the work necessary to provide grounds maintenance on McChord Field-JBLM, WA. The contractor shall provide personnel, management, and other items and services not Government-furnished, necessary to perform specific grounds maintenance. The contractor shall provide commercially established grounds maintenance services to improved, semi-improved, and unimproved areas on McChord Field. These services include mowing, trimming, edging of lawns and vegetation, maintain planter beds, prune trees & shrubs, repair lawns, replace plantings, operate irrigation systems, pick and dispose of green debris and leaves, weed control and seasonal lawn treatment, storm clean-up & special event support. Improved Areas. These areas will generally be the developed areas of the installation and will require an intensive level of maintenance. Contractor work in these areas shall include mowing grass, edging and trimming grass, irrigating, aerating lawn areas, applying fertilizer and/or lime, applying herbicide to lawn and landscape areas, maintaining plants, shrubs, and flowers, performing seasonal planting of plants and flowers, removing leaves, applying mulch, pruning trees and scrubs, removing grass from cracks in sidewalks and pavements and litter control. Semi-Improved Areas. These will generally be areas of the installation used for operational and maintenance purposes. The purpose of the grounds maintenance of the semi-improved areas will be predominantly erosion control, dust control, bird control, and clear visibility. This will include grassed areas, vegetated areas, trees, and pavements. Contractor work performed in these areas shall include mowing grass and trimming. Unimproved Areas. Unimproved grounds are all grounds not otherwise classified as improved or semi-improved where mowing is to control pests, to provide erosion control or to eliminate fire hazards. Areas in this classification encompass weapon ranges, road shoulders in undeveloped areas, grazing lands, lakes, ponds, and wetlands. The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted. This is a sources sought notice to gain knowledge of potential qualified sources. A solicitation is not currently available. Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation, or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
