- The U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division (NCD), has a requirement on behalf of the Family of Chemical, Biological, Radiological and Nuclear Systems (FCBRNS) Team within the Program Manager, Marine Infantry Weapon Systems (PMM IWS), Product Manager Infantry Combat Equipment (PdM ICE) at Marine Corps Systems Command (MCSC). The requirements is for Contractor Logistics Support (CLS). In order to continue to provide comprehensive CLS that will facilitate the Marine Corps' expeditionary crisis response and consequence management capabilities, there is a need for a new Indefinite Delivery, Indefinite Quantity (IDIQ) contract that will provide the personnel, materials, equipment, facilities and expertise needed to maintain mission readiness for the Family of Incident Response Systems (FIRS) which include Homeland Protection (HP); Sets, Kits, and Outfits (SKO); and Aircraft Rescue and Fire Fighting (ARFF). The services shall be performed at a minimum of four locations, three within the continental United States and one outside of the continental United States. The concept will describe CLS support needed to maintain operational readiness, a combination of equipment, training and personnel readiness, while keeping cost reasonable. CLS is expected to maintain equipment readiness for equipment listed in the Family of Incident Response Systems (FIRS) CLS Equipment List Summary, to be released with the request for proposals. CLS will also be utilized to provide scheduled and unscheduled training to maintain personnel readiness. The Marine Corps Systems Command (MCSC) Chemical, Biological, Radiological and Nuclear Defense (CBRND) materiel development team develops, fields, and sustains materiel solutions to United States Marine Corps forces in order that they maintain adequate capability to forward deploy and/or respond to a Chemical, Biological, Radiological, Nuclear or High Yield Explosive (CBRNE) incident, as well as, aviation and structural firefighting, technical rescue and homeland protection events. This is in conjunction with the Government's previous Request for Information and Virtual Industry Day hosted for Sources Sought Notice of W911QY13RFIFIRS. The NAICS code for this requirement is 541990. This acquisition will be conducted on a full and open basis and will be awarded based upon best value. A firm fixed-price, IDIQ-type contract is anticipated with a one-year base ordering period and two optional one-year ordering periods. The Request for Proposal (RFP) will be posted ON OR AROUND 22 January 2014 to the Natick Contracting Division web site at http://www3.natick.army.mil, under Business Opportunities, Ongoing, W911QY-14-R-0011. Proposals will be due 30 days after release of the RFP. Firms will not be reimbursed for any costs associated with proposal preparation.
