Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. The purpose of the Sources Sought Notice is to determine interest and capability of potential qualified vendors relative to the North American Industry Classification System (NAICS) code of 236220 (Commercial and Institutional Building Construction). All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses are to be sent via email to Mark Draluck at mark.draluck@us.army.mil no later than 10:00 AM EST on 23 Janaury 2014. Project Description: This project is to provide modernization of Mac Arthur Short Barracks, a monumental building and one of nine existing Cadet Barracks at the U.S. Military Academy (USMA). This project is part of the Cadet Barracks Upgrade Program (CBUP) for all nine existing Cadet Barrack buildings. It is anticipated that a 100% design will be provided, therefore this requirement is for construction only. The scope of work is for full building repair to correct failing and/or non code compliant building systems and components Command Focus of Training Barracks under the Cadet Barracks Upgrade Program (CBUP). The work includes: water infiltration repairs to Cadet Rooms, repairs to failed plumbing systems for the male and female latrines and showers; repair company storage rooms, day rooms; study rooms; and offices for the cadre for three companies. The barracks will include repairs to: mechanical and electrical systems, telecommunications, heating, ventilation and air conditioning (HVAC), non code compliant fire detection and sprinkler suppression systems, integrated energy monitoring and control system connected to base monitoring systems, and the installation of an alarm system. Supporting facilities will include connection to all utilities; water distribution lines, sewer collection system, electrical, storm drainage, exterior lighting (tied to central guard room), fire protection and alarm systems and information systems and general site improvements. Road improvements include the restoration of utility cuts; sidewalks, curbs and gutters; site improvements, signage and landscaping. Renovation of existing areas in Mac Arthur Short Barracks will require asbestos and possible lead paint mitigation. Handicapped access will not be provided. Comprehensive interior renovation and furniture-related interior renovation is required. All exterior and interior finishes and signage will adhere to the US Military Academy (USMA) Installation Design Guides. Supply and install interior furniture and fixtures. Sustainability/Energy measures will be provided. A significant element will be the addition of air conditioning to the existing facility. Mac Arthur Short Barracks has inadequate ventilation and does not have cooling; the renovated facility shall have improved ventilation and cooling to improve Cadet Comfort. Energy reduction and conservation will be a major focus of the CBUP and this facility modernization project. In Accordance with DFARs 236.204 the price magnitude of this requirement is between $25,000,000 and $100,000,000. Contractors should submit (1) a narrative demonstrating their experience as related to this sources sought notice and (2) their bonding capability. Narratives shall be no longer than five (5) pages. Email responses are required. Respondants MUST include your business size. Project Background MacArthur Short Barracks and associated spaces are living quarters for 400 cadets. The barracks was originally built in the year 1961 and last renovated in 1988. Cadets are currently housed in the existing barracks, which do not meet current Army standards. They do not meet a typical training barracks 2+2 configuration. The barracks are sub-standard; do not provide sufficient square footage. The barracks is also deficient in required power, communications, security and utilities. Ventilation is not in compliance with building codes and mold exists in the barracks presenting a continual health risk to the Cadets. The current barracks does not provide enough female latrines to accommodate the 16% female population. The current HVAC, fire suppression, and infrastructure deficiencies negatively impact the health and security and safety of the Cadets. There is no air conditioning in the barracks. The current infrastructure will require substantial upgrades to meet current health, safety and security codes and requirements.
