- The Contracting Department, NAVSUP Fleet Logistics Center Norfolk, VA, 23511-3392 intends to negotiate a sole source Firm Fixed Price contract and will utilize procedures under FAR Part 13 with Rolls-Royce Marine North America, Inc. at 110 Norfolk Street, Walpole, MA 02081. This procurement will be sole sourced to Rolls-Royce for parts and material for the Controllable Pitch Propeller (CPP) system Oil Distribution (OD) boxes and propeller shafts on the USS Sentry (MCM-3). The parts and material are required for repairs to be performed by Rolls-Royce via a sole source procurement to Rolls-Royce on a different contract action. The existing system to be repaired is originally manufactured and will be repaired by Rolls-Royce. The parts and material are Rolls-Royce specific parts. Due to the nature of the work, the repair parts and material must be provided by Rolls-Royce. In addition, the parts and material are required to be compatible in all aspects with the existing Rolls-Royce system presenting installed on USS Sentry. A complete RFQ package will be available on or about 08 January 2014 by downloading the documents at the NECO Website as follows: http:// www.neco.navy.mil. The North American Industry Classification System (NAICS) code for this acquisition is 333618. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
