- Description
- This is an initial contract to improve and sustain the DIRECT program. The Basic Contract and each Option includes 3 phases. Phase 1: Requirements Assessment; Phase 2: Integration and Phase 3: Installation. The Basic Contract and each Option as well as each Phase are interdependent upon the other. The Basic contract will upgrade high priority items. Option 1 will upgrade medium priority items and Option 2 will upgrade low priority items. This contract effort will include a basic 18-month period of performance (1 June 2014 through 1 Dec 2015) with two 18-month options (through 1 Dec 2018), providing a total of 4.5 years of performance if all options are exercised. The solicitation is expected to be released on or around 22 Jan 2014. Contract award is expected to be issued on or around 22 May 2014. The proposed contract action is for services which the Government intents to solicit and negotiate with only one source, General Dynamics C4 Systems, Inc., Needham, MA, CAGE: 04655, under authority of FAR 6.302-1. Justification: Services are available from only one source and no other services will satisfy agency requirements. Foreign participation in this acquisition is not permitted. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. All proposals received within forty-five days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of the buyer or PCO identified above for additional information and/or to communicate any concerns related to this acquisition.
