- In English: On behalf of the Inter-American Foundation (IAF), an independent agency of the United States Government, the Bureau of the Fiscal Service is seeking a non-government organization or a private consultant with relevant technical and management experience to provide local advisory services in Haiti, which include the following tasks: 1) inform the grantees about IAF procedures related to disbursements, and reporting requirements; 2) provide the grantees with appropriate monitoring on an as-needed basis to enable them to effectively carry out their grassroots development programs; 3) ensure that the Foundation Representative (FR) is informed and engaged regarding current development issues and strategies within the country, and as appropriate, within the region; 4) ensure that the Haitian non-governmental organization (NGO) community has access to information about the IAF, its funding priorities, guidelines for proposal preparation, and process for grant approval; and 5) maintain adequate records and appropriate office space and infrastructure. The contract will be for a one-year period with four option periods. The Government will consider proposals from all responsible sources. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. Description en Francais: Au nom de la Fondation Interaméricaine (IAF), organisme autonome du gouvernement des États-Unis, le Bureau de la service fiscaux cherche une organisation non gouvernementale ou un consultant indépendant possédant l'expérience technique et administrative suffisante pour fournir des services consultatifs locaux en Haitie comprenant les responsabilités suivantes: 1) informer les bénéficiaires des procédures IAF en matière de déboursements et des exigences concernant les rapports; 2) fournir aux bénéficiaires la supervision nécessaire pour les aider à mettre en oeuvre leurs programmes de développement communautaire; 3) veiller à ce que le Représentant de la Fondation soit informé et impliqué dans les discussions et les stratégies relatives au développement dans le pays et, le cas échéant, dans la région; 4) s'assurer que toutes les organisations non gouvernementales basées en Haïti reçoivent les informations appropriées au sujet de l'IAF, de ses conditions de financement, de ses directives en ce qui a trait à la préparation des soumissions d'offres et de leurs procédures de traitement; et 5) maintenir correctement les dossiers ainsi que les locaux et infrastructures de travail.
