Description
DESCRIPTION This is a sources sought synopsis for acquisition planning purposes only. No formal solicitation exists at this time. This notice is not a request for proposal and the information presented in the announcement will not obligate the Bureau of Reclamation in any manner. The estimated cost of this project is between $500,000 and $1,000,000. Work is located in Walnut Grove, California in Sacramento County near Dead Horse Island. All interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone; 8(a), etc.), and a point of contact; (b) A positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last ten years. The evidence shall include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. Please do not include detailed information on more than five past projects; and (d) Include attachments cataloging the company’s equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work. (e) You are required to provide evidence of your bonding capacity, if any; All interested parties are encouraged to respond to this notice, by e-mail to edanger@usbr.gov no later than close of business on January 31, 2014. The information provided in this announcement is all the information the Government has available at this time. There are no specifications, drawings, bid packages, or source lists available. System for Award Management (SAM) applies to this procurement. Prospective Offeror’s must be registered in the System for Award management (SAM) prior to award. Lack of registration in the SAM database will make an Offeror ineligible for award. Information on SAM registration can be obtained via the Internet at http://www.sam.gov PRINCIPLE COMPONENTS OF WORK The Delta Cross Channel (DCC) gates are generally open from June to October bringing fresh water from the Sacramento River into the south Delta via forks of the Mokelumne to maintain salinity standards at the Central Valley Project and State Water Project export pumps. The open DCC gates and the heavy Sacramento flows create a problem for adult Mokelumne River origin fall-run Chinook salmon which are attempting to return to the main stem Mokelumne. With the gates open, there is a clear pathway for the salmon migrating upstream to stray into the Sacramento River system, and particularly the Sacramento River. This work to be performed under this contract involves the design, manufacture, installation, and performance testing of an electrical barrier capable of redirecting upstream migrating salmon towards the Mokelumne River, that can be removed after the upstream migration ends. The system must not represent a hazard to human health, negatively impact the salmonid populations, negatively impact non-salmonid fish species, or negatively impact wildlife that may enter the water in the vicinity. The installation of the barrier must not adversely impact water supplies nor require changes to the Operations Criteria and Plan. Implementation must not conflict with any currently enforced Reasonable and Prudent Alternative.
