- This is a synopsis/pre-solicitation notice for commercial supplies as prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. NSWCCD Philadelphia seeks to award a firm fixed price (FFP) contract to Canberra Industries, Inc., 800 Research Parkway, Meriden, CT 06450. The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia has established a requirement for Apex software licenses and CDs to update laboratory radioactivity counting systems to Canberra Apex software. The Apex software is subcategorized into Apex InVivo (20 software CDs) and Apex Gamma (50 software CDs) software licenses for different analysis purposes. The Naval Nuclear Propulsion Program (NNPP) will purchase set quantities of both software licenses (the licenses will be of indefinite length) and CDs for multiple Navy activities under the NNNPP purview. The updated software licenses and CDs are required by April 2014. The required delivery of the CDS and manuals shall be shipped no later than 30 days after date of award. The NAICS Code for this procurement is 511210. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
