Description

The National Cemetery Administration is soliciting offers under Solicitation No. VA786-14-R-0059 for the following: The purpose of this Solicitation will be to award a firm fixed price contract to supply blank granite columbarium niche covers for use as replacements. Replacements must be comparable in color and shading to the existing granite niche covers mounted on columbaria at Rhode Island State Veterans Cemetery. Sources from different states are acceptable if the MPS, Program Support Unit's evaluation of a sample confirms that a suitable match will result for color, visual texture, finish, and testing standards. Granite shall be a uniform shade of fine to medium grain gray color of (N6 to N7.25) judged against the (Munsell Neutral Value Scale, Matte 31 - step scale). The face and sides of each niche cover shall be uniformly machine honed to a finish utilizing an 80 grit displaying a smooth satin surface, free of scratches, saw marks, rust spots and skips. The back of the niche covers must have a smooth sawn finish or better. All edges along the front, back and corners shall be uniformly rounded with a smooth 1/16 inch to 1/8 inch eased-edge aris (or chamfer). The minimum 1/16" rounding along backside edges is preferred. Four holes are to be core drilled in each cover as shown on drawing. The holes must be perpendicular to the face of the cover. The holes shall have smooth side walls, with one centerline and no visible change in the side wall from drilling the hole from opposite faces. All stone shall be obtained from quarries within the United States of America, having adequate capacity and facilities to meet the specified requirements. Potential offers' will submit at their expense one (1) blank granite niche cover according to the specifications which will be provided in the solicitation. Contractors having previous approval of a full size niche cover sample within the last 12 months may submit a copy of that approval in lieu of submitting an actual sample.; however a 6" x 6" sample representative of the stone to be used and finished per the solicitation, will still be required for review. To receive hard copies of the drawings, e-mail the request to MPS with sufficient time for the drawing to be mailed. MPS recommends vendors use full size drawings for determining work requirements. The request should be e-mailed to the NCA Memorial Programs Service (MPS) Program Support Unit at MPSProgSupport@va.gov and should include the contractor's name, physical street address, phone number, e-mail address, and the name of the drawing(s) requested. If a prior approval is submitted in lieu of an actual sample, an electronic copy of such prior approval shall be emailed to MPSProgSupport@va.gov prior to closing of the solicitation. If no prior approval is submitted, a sample shall be provided. Lowest Price, Technically Acceptable (LPTA). Award will be made to the contractor whose price is lowest and deemed to be technically acceptable. Electronic solicitations will be available for download from http://www.fbo.gov on or about Jan. 8, 2014 and proposals are due on or about 2:00 P.M. on Jan. 17, 2014. Any amendments to the solicitation will also be available at www.fbo.gov. Offers' are advised they are responsible for obtaining any amendments. This acquisition is 100% set aside for Small Business. The NAICS Code is 327991. Size standard is 500 employees.
