Description
Synopsis: The U.S. Army Corps of Engineers (USACE, Baltimore District) plans to issue a Request for Proposal (RFP) to furnish all labor, materials, supplies and equipment to rehabilitate the Dalecarlia Pumping Station's 15 large (500 HP to 1750 HP) alternating current synchronous vertical electrical motors manufactured by Electric Machinery Manufacturing Company. The contractor will provide maintenance, repair, and upgrade services to industrial pump motors such as inspection, testing, evaluation, repair, rewind, installation of RTDs, brushless excitation conversion and/or other maintenance services. The Contractor shall perform all related administrative services necessary to perform the work, to include the following: material supplies, quality control, job order shop operation, financial control, maintenance of accurate and complete records, files and libraries of documents. The Contractor shall provide related services such as preparing and providing required reports, compiling historical data, performing administrative activities and submitting necessary information as specified. The proposed procurement is a single phase, best value procurement. It is an unrestricted procurement action. The NAICS Code is 811310 and Standard Size $7.0. The solicitation will be available on or about 23 January 2014 with proposal due on or about 24 February 2014. This procurement will result in a firm fixed price, service contract with a projected Period of Performance of 5 years from notice to proceed. The contract will have a base period and four options. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of: Army Single Face (ASFI) https://acquisition.army.mil/asfi/registered/fedbizopps, Federal Business Opportunities (FBO) System. To familiarize vendors with the system, please download the Vendor guide by logging into https://www.FBO.gov. Please note that all Corps of Engineers acquisitions are considered Sensitive, but unclassified documents, \and require users to have a valid MPIN entered in the FBO system to access package. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). The media through which the Government chooses to issue this solicitation will be the internet only. This solicitation will not be issued in paper. No phone or fax requests for a copy of the solicitation will be accepted. You must be registered with the System for Award Management (SAM) to receive a Government contract award. Place of Performance: The Washington Aqueduct is located in Northwest Washington DC at the Maryland state line. Pump motor units shall be picked up from and delivered back to the Dalecarlia Pumping Station located at the Dalecarlia Water Treatment Plant (WTP), Washington, DC 20016.
