- The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a Design/Build project to Replace Boilers in Multiple Buildings, Devens Reserve Forces Training Area, Fort Devens, MA. This announcement is to determine the interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned, Economically Disadvantaged Women-Owned Small Business and Small Business concerns as described below. The NAICS code for this procurement is 238220. The project is planned to be issued on or about April 2014. The design will occur in the fall of 2014, and construction will occur in the winter and spring of 2015. The estimated construction cost is between $100,000 and $500,000. The work of this project involves replacing boilers, water heaters and associated piping, gauges, valves and accessories in 13 buildings located on Fort Devens. The boilers for this project will be Government furnished. The Contractor will be required to install the equipment. The work will include the design of the pumps and piping required and connecting the new equipment to the existing building heating hot water and domestic water systems within the boiler rooms. Additionally, the Contractor will determine the power requirements of the new and existing mechanical equipment in the boiler rooms, evaluate whether the power requirements can be might by the existing service, and design and install necessary panelboards, disconnect switches, branch wiring, etc. Additionally, new lighting shall be design and installed in some of the boiler rooms. Demolition and removal of the existing boilers and equipment must also be completed. Asbestos removal is also required. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. Firms must submit past demonstrated experience with designing, removing and installing mechanical systems and removing asbestos-containing building materials. Subcontractors may be used to demonstrate this past experience. This experience must have been performed within the last five years. Responses are due by January 29, 2014. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Kimberly Pumyea. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
