- Army Contracting Command - Rock Island (ACC-RI) is seeking possible sources of supply for the Fiscal Year (FY) 2015 through Fiscal Year 2019 acquisition of dye for colored smoke M18 grenades. Total Summary of Dyes (estimated amounts): FY 15 = 51K lbs, FY 16 = 57K lbs, FY 17 = 53 lbs, FY 18 = 54K lbs, FY 19 = 88K lbs Broken down as: 1)Dye, Mix, Solvent Green 3, FY 15 = 16K lbs, FY 16 = 20K lbs, FY 17 = 16K lbs, FY 18 = 16K lbs, FY 19 = 17K lbs (Total for FY 15 through FY 19 = 85K lbs) 2)Dye, Mix, Solvent Yellow 33, FY 15 = 21K lbs, FY 16 = 23K lbs, FY 17 = 22K lbs, FY 18 = 22K lbs, FY 19 = 25K lbs (Total for FY 15 through FY 19 = 113K lbs) 3)Dye, Disperse Red 9-Dextrin, FY 15 = 5K lbs, FY 16 = 6K lbs, FY 17 = 5 lbs, FY 18 = 5K lbs, FY 19 = 9K lbs (Total for FY 15 through FY 19 = 30K lbs) 3a) Dye, Solvent Red 169, FY 15 = 5K lbs, FY 16 = 6K lbs, FY 17 = 5K lbs, FY 18 = 5K lbs, FY 19 = 9K lbs (Total for FY 15 through FY 19 = 30K lbs) *This dye quantity would potentially be required in place of number 3 above, not as an additional quantity 4)Dye, Mix, Violet, FY 15 = 9K lbs, FY 16 = 10K lbs, FY 17 = 10K lbs, FY 18 = 10K lbs, FY 19 = 37K lbs (Total for FY 15 through FY 19 = 117K lbs) 4a) Dye, Mix, Violet Benign FY 15 = 9K lbs, FY 16 =10K lbs, FY 17 = 10K lbs, FY 18 = 10K lbs, FY 19 = 37K lbs (Total for FY 15 through FY 19 = 76K lbs) *This dye quantity would potentially be required in place of number 4 above, not as an additional quantity Specifications applicable to this acquisition include: Dye, Solvent Yellow 33, MIL-DTL-51485B(EA) w/Amendment 2, dated 20 April 2010 Dye, Solvent Green 3, MIL-DTL-3277F(EA) w/Amendment 2, dated 20 April 2010 Dye, Disperse Red 9-Dextrin, MIL-DTL-3284F(EA) w/Amendment 1, dated 27 October 2009 Dye Mix, Violet, MIL-DTL-3691E w/Amendment 2, dated 6 April 2010 Dye, Solvent Red 169 to conform to requirements for Dye, Disperse Red 9 The drawings for this requirement are restricted. A new procedure for accessing restricted and unrestricted technical data through the Federal Business Opportunities (FBO) website is in effect. Contractors must have an FBO account prior to accessing any TDP(s). The ACC-RI will no longer make Technical Data Packages (TDPs) available to order via CD-ROMS. You may request the drawings however, due to export restrictions, you must first be certified with US/Canada Joint Certification Program and obtain a certified DD Form 2345. To obtain certification, you may go to the website at https://www.logisticsinformationservice.dla.mil/jcp/Default.aspx. Once certified, the data custodian listed on your company's certified DD Form 2345 must submit the request for TDP access in FedBizOpps using the link below, which will direct you to the FBO website. To request access to the drawings, click on the link provided below, log in to FBO, click on the quote mark packages quote mark sub-tab and then click on the quote mark request explicit access quote mark button. Completion of a quote mark Use and Non-Disclosure Agreement quote mark is required prior to gaining access to the drawings. The data custodian must also be the one to complete the Non-Disclosure Agreement and return to kristin.k.wright.civ@mail.mil. Please allow 2-3 working days to process your request. You will receive a system generated email from FBO stating you have been granted permission for viewing or downloading the drawings provided. Link: https://www.fbo.gov/fedteds/W52P1J14RDYES NDA:..\..\NDA.pdf Dye, Violet Mix Benign will conform to requirements for Dye, Mix, Violet with the exception that dyes used in the mix will include a mix of Dye, Disperse Blue 3 and Dye, Disperse Blue 14 along with Dye, Solvent Red 169 The dye characteristics must include: the average (or mean) particle size, the particle size distribution, and the percent of particle size that is less than 10 microns. The requirements for the particle size is a mean particle size of between 30 and 45 microns, with the total distribution having only one mode (single-peak distribution) and no more than 20% of total particle size distribution shall fall below 10 microns. One solicitation may be issued for all four dyes and First Article Testing (FAT) is required. Interested sources need to submit terms and conditions, delivery schedule for FAT, warranty, and cost estimates for budgetary purposes only. Also request you provide recommendations for the most advantageous delivery schedules to include monthly capability for a single dye or any combination of all four dyes mentioned above. There is no firm requirement for these dyes. Dyes listed as numbers 3a and 4a are part of an ongoing environmentally benign smoke mix formulation effort and may replace dyes listed as numbers 3 and 4. Information should be submitted for these potential dyes as well. The North American Industrial Classification (NAICS) code is 325130, and the business size standard is 1,000. Please provide your business size based on the NAICS code provided. This is for MARKET RESEARCH ONLY.
