- PROGRAM: The U.S Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager Combined Arms Tactical Trainers (PM CATT), Product Manager for Medical Simulation (PM MedSim), is conducting Market Research to determine interested sources and capabilities of industry for the procurement of multiple-amputation task trainers that have packable wounds; removable, interchangeable upper and lower torsos; and can be used in conjunction with human actors. This Sources Sought Notice (SSN) will support market research efforts and contract vehicle determination. The intention is to award a contract no later than (NLT) June 30, 2014, with initial delivery NLT September 30, 2014. Initial/base contract and delivery is estimated at 50 upper and 100 lower torso units, with future options of up to 60 (each, upper and lower) additional units. REQUIRED CAPABILITIES: At a minimum, the attached Excel document MUST be used in response to this SSN, indicating if the capability is currently available, currently in development (and operationally ready NLT April 30, 2014), or not currently available. Do not add additional capabilities to the Excel document. Additional pages may also be submitted to further delineate your product's capabilities. Submissions shall be made using Microsoft Office applications. The following specific capabilities are of interest: 1.Ruggedized chassis and exterior 2.Can withstand chemical patient decontamination procedure 3.Untethered (wireless control) 4.Remote animatronics simulating multiple limb movement 5.Anatomically correct landmarks for needle chest decompression 6.Anatomically correct landmarks for airway management to include cricoid cartilage, trachea, mouth, thyroid cartilage, vocal cords, tongue, and teeth 7.Anatomically correct landmarks for I/V and I/O infusion with correct physiological feedback 8.Anatomically correct landmarks for chest thoracostomy 9.Self-sealing, realistic skin 10.Tourniquet application anywhere on leg that occludes distal bleeding and pulses 11.Junctional tourniquet application that occludes inguinal and lower torso bleeding and pulses 12.Pressure point application that occludes distal bleeding and pulses 13.Simulates crepitus upon palpation of pelvic ring 14.Information assurance compliant with AR 25-2, 08-DC-M-0010, and BAM v6.0 15.Water-resistant solid-state components 16.Interchangeable genitalia 17.Simulates bilateral amputation on upper and lower body 18.Simulates groin injury requiring packing of wound 19.Upper and lower body can be operated independently or with same controller 20.Lower body can be used in conjunction with live actor 21.Wireless range of 200 meters L.O.S. and 25 meters indoors through drywall or concrete block 22.Operational within a temperature range of 20 degrees (F) and 120 degrees (F) PAGE LIMITATION: 10 PAGES MAXIMUM. The Excel spreadsheet / cover sheet shall not be included in this 10 page limit. Font shall not be smaller than industry standard word processor 12-point Times New Roman.
