- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone, other Small and Large Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business or Large Business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. DRAFT STATEMENT OF WORK (SOW) I SPECIAL CONTRACT REQUIREMENTS Background: Animal research contributes immeasurably to advancements in medical science. As recognized by principle #3 of the Nuremberg Code of 1947, it is often a moral imperative to perform research or testing on animals before subjecting humans to new procedures, pharmacologics, or devices. Most research and testing involving human patients continue to be based on the results of animal experimentation. To provide hope for Veterans suffering from diseases that currently lack cures or effective treatments, VA actively supports the use of animals in research, teaching, and testing. However, the use of animals in VA research is a privilege granted with the understanding and expectation that such research is conducted according to the highest ethical and legal standards. The PVAHCS Research department has a current ongoing requirement to provide housing and veterinary care for laboratory animals that are involved in research studies. Draft Requirement: The American Association for the Accreditation of Laboratory Animal Care (AAALAC) provider (hereafter referred to as the Contractor) shall provide to the Phoenix VA Healthcare System (PV AHCS), Research Service, 650 E Indian School Rd, Phoenix, AZ, 85012-1892 clinical veterinary services for animals used in research conducted at the AAALAC Contractor facility and Contractor Institutional Animal Care and Use Committee (IACUC) services. 1.Basic Clinical Services: A.Weekday health monitoring rounds by an Animal Health Technician. This includes monitoring of all rodents for whom Sick Reports have been generated and daily rounds in animal holding rooms containing non-rodent mammals (Non-Human Primates, rabbits, dogs and cats, if applicable.) Rodent rooms will be entered at least weekly, even if there are no sick animals reported to be present. B.Weekly rounds by a veterinarian trained in Laboratory Animal Medicine. C.Treatment for all naturally occurring health problems in laboratory animals. Problems resulting from experimental procedures or genetic alterations (mutant, Transgenic or Knock-Out rodents) will be charged at the rate specified within this contract and will be billed directly to the Investigator's Contractor account. In the case of a non-Contractor funded investigator, invoices will be submitted to the Research office at the PVAHCS. D.Advice to investigators and Animal Facility personnel on issues regarding animal health and welfare and the use of animals in research, such as the use of anesthetics and analgesics, alternatives to animal use, species selection, etc. E.All supplies and diagnostic testing required for assessment of any naturally occurring health problems, including transportation of samples/or animals to the Contractor for testing. 2.Special Services Covered under Per Diem Rates: Special Services are defined as any services outside of the once daily Animal Health Technician visit and once-weekly veterinary visit. They will include visits made after hours, on weekends (includes treatments which cannot be administered by VA employees), additional visits made during the regular work week, visits requiring multiple personnel (e.g. to transport animals, for 3x/year TB testing), and extra time spent caring for animals housed by the Contractor as defined below. These special services will be billed on a quarterly basis to the PVAHCS. Invoices will detail date, time, nature of services and investigator's name. A.Incoming animals from non-commercial sources will be housed in the Contractor's quarantine facility. B.Investigators will be charged standard the contract rates directly billed to their Contractor funded account. In the case of a non-Contractor funded investigator, separate invoices will be submitted to the Research office at the PVAHCS for payment. C.Animals that are transferred to The Contractor because of a requirement for intensive monitoring, diagnostic procedures or therapy will be placed in the Principal Investigator's census and will charged at the contract rates. In the case of a non-Contractor funded investigator, separate invoices will be submitted to the Research office at the PVAHCS for payment. 3.Rodent Quality Assurance Monitoring: The contractor will provide all rodent quality assurance monitoring, which involves the screening of all rodent rooms quarterly. This service will include transportation of the samples/or sentinel animals to the testing site. Sentinel animals will be purchased by PVAHCS. A.Sentinel Program For Mouse Rooms (N = 12 mice/2 quarters; 24 per year) The first and third quarter screening involves viral serology for Mouse Hepatitis Virus and Mouse Parvo Virus only. A tape test for pinworms is also done at this time. The second and fourth quarter screening includes a complete gross necropsy of sentinel mice, a nasopharyngeal wash for pathogenic bacteria, gastrointestinal sampling for pathogenic bacteria and endoparasites, skin examination and viral serology. Viral serology for mice-consists of testing for LCMIPOX, Epizootic diarrhea of infant mice virus, Mouse hepatitis virus, Mouse parvovirus, Mycoplasma pulmonis, Pneumonia virus of mice, Sendai virus and Theiler's mouse encephalomyelitis virus. B.Sentinel Program For Rat Rooms (N = 18 rats/2 quarters; 36 per year) The first and third quarter screening involves viral serology for Rat Virus and SDA only. The second and fourth quarter screening includes a complete gross necropsy of sentinel rats, a nasopharyngeal wash for pathogenic bacteria, gastrointestinal sampling for pathogenic bacteria and endoparasites, skin examination and viral serology. Viral serology for rats consists of testing for Mycoplasma pulmonis, Parvovirus, Pneumonia virus mice, Rat corona virus, and Sendai virus. 4.Consultant Veterinarian Services: Veterinarian will attend the VA Subcommittee on Animal Studies monthly at the regularly scheduled meeting. He/she will act as a resource for issues dealing with Animal Facility oversight and regulatory agency requirements AAALAC, United States Department of Agriculture (USDA), and with internal regulations and policies as set forth by the Contractor IACUC and VA IACUC Subcommittee on Animal Studies. 5.Regulatory Services: Regulatory services will be provided to ensure Public Health Service Policy on Humane Care and Use of Laboratory Animals (PHS Policy) compliance of VA animal care and use. Examples of these services include, start-up meeting with an investigator's lab staff, lab inspections, special investigator training, protocol compliance visits. These services will be billed on a monthly basis. Invoices will detail date, time, nature of services and investigator's name and be billed to PVAHCS. 6.Training of VA Staff: All training that is mandatory for The Contractor staff will be provided to VA staff at an hourly rate. Attendance of VA staff to training sessions will be recorded on the VA training log and billed on a monthly basis to PVAHCS. Actual hands-on animal room training of new employees. Invoice will be billed on a percent effort rate of the set hourly rate. 7.Monitoring of Contract: A.VA's Animal Care Supervisor, Research Service will be designated the Contracting Officer's Representative (COR) to monitor the contract and to verify compliance with technical requirements. B.The contractor's veterinarians will be required to sign in and out of a logbook when and if providing services at the VA. 8.Special Contract Requirements: A.The Contractor will not be required, except in an emergency, to furnish services during nights, weekends or holidays. The holidays observed by the Federal Government are*: B.The time frame for reports to be furnished by the contractor for sentinel testing is two weeks from the date the veterinarian receives the results from laboratory service. Immediate contact will be made if problems with sentinel testing results are noted. This information will be faxed to the VA Healthcare System Animal Facility Supervisor at (602) 212-2047. C.A recordkeeping system for services provided will be established and maintained in the VA Healthcare System Animal Facility Supervisor's Office, Building 21, 650 E. Indian School Rd., Phoenix, AZ 85012-1892, with documents delivered to the COR David Thompson. Recordkeeping system will include time in, time out, reason for visit and any telephone advice time. D.All of the contractor's employees shall uphold the same standard of conduct and performance as all other federal employees and services shall be performed in compliance with VA and PV AHCS policies and procedures and under the regulation of the Medical Staff by-laws. Contractor employees may be subjected to periodic drug screens and will be required to have a yearly TB screening. E.If applicable, the contractor's employees shall meet the Department of Veterans Affairs, Veterans Health Services & Research Administration credentialing and clinical privileging requirements. The VA shall obtain all necessary verifications and scope of practice from the contractor's employees. F.Personnel assigned by the Contractor to perform the services covered by this contract shall be licensed in a State, Territory of Commonwealth of the United States or the District of Columbia. G.The Contractor shall be responsible for the protection of the personnel furnishing services under this contract. To carry out this responsibility, the Contractor shall provide the following for these personnel: -Worker's Compensation -Professional Liability Insurance -Income Tax Withholding -Social Security Payments The parties agree that such personnel shall not be considered VA employees for any purpose and shall be considered employees of the Contractor. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 541940 ($7.0 Million). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA).
