Description
The United States Special Operations Command (USSOCOM) has a requirement for a multi-year sustainment contract to procure Special Operations Forces Personal Equipment Advanced Requirements (SPEAR) hard armor ballistic inserts. The government intends to award a five-year Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) production contract for a fully developed item to the offeror with the best value to the Government. This is not a R&D contract; the offeror must be the Original Equipment Manufacturer (OEM) and have an existing U.S. verifiable production line for any product proposed under this solicitation. The hard armor ballistic inserts must meet the performance requirements as outlined in the Performance Specification and meet the requirements set forth in the Berry Amendment. The North American Industry Classification System (NAICS) Code for this procurement is 339999. The program will be 100% set-aside for small business. The minimum contract value shall be $150K and the maximum contract value shall be $95M. The minimum and the maximum value may be any combination of the hard armor components identified by the Government. The offeror will be required to provide Product Demonstration Models (PDMs) with proposal submission for evaluation. If the offeror is proposing to submit the same material lay-up design for SPEAR Cut and the Swimmer Cut, the quantities required for each system are estimated as follows: TSA Ballistic Plate - (SPEAR Cut): Small: 2 Plates, Medium: 2 Plates, Medium Long: 2 Plates, Large: 2 Plates, Extra Large: 2 Plates. TSA Ballistic Plate - (Swimmer Cut): Small: 16 Plates, Medium: 18 Plates, Large: 18 Plates, Extra Large: 16 Plates. TSA Ballistic Plate - (MSAP Cut): One Size: 52 Plates. If the offeror is proposing to submit different material lay-up designs for the SPEAR Cut and Swimmer Cut, the quantities required for each system are estimated as follows: TSA Ballistic Plate - (SPEAR Cut): Small: 16 Plates, Medium: 18 Plates, Medium Long: 2 Plates, Large: 18 Plates, Extra Large: 16 Plates. TSA Ballistic Plate - (Swimmer Cut): Small: 16 Plates, Medium: 18 Plates, Large: 18 Plates, Extra Large: 16 Plates. TSA Ballistic Plate - (MSAP Cut): One Size: 52 Plates. These quantities are estimates at this time. Actual PDM quantities may change within the final solicitation document. The Government intends to procure additional plates for testing purposes as part of this acquisition. These plates will be purchased from only those vendors remaining in the competitive range. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM at www.sam.gov. A Notice of Intent to submit a proposal will be required by all participating offerors in accordance with the solicitation instructions. Only those offerors who submit a Notice of Intent will receive the Performance Specification and technical drawing package and may submit a proposal which shall be considered by the agency. In addition, only those offers with a U.S. verifiable production line that are the OEM shall be considered by the agency. This requirement, as identified above, was previously synopsized under notice H92222-13-R-0010. Notice H92222-13-R-0010 will no longer be updated. All additional information regarding this acquisition will be made available under notice H92222-14-R-0003. A draft Request for Proposal (RFP) will be posted. This notice shall not be construed as a final RFP or as an obligation on the part of the Government. No entitlement to payment will arise as a result of the submission of contractor information. A final RFP will be posted in accordance with the Federal Acquisition Regulations (FAR) to FBO after finalization of the acquisition documents. In order to gain explicit access to the draft RFP document, and/or the final solicitation, interested vendors must be registered in sam.gov under one of the following NAICS codes: 335991, 326130, 339113, 339999, 336992, 314999. RFP attachments will not be posted to or available through FBO. A Notice of Intent (NOI) shall be submitted to the point of contact below, Michelle Cames, in order for offerors to view the RFP attachments. The Government will only release the following documents to those offerors who have submitted a NOI, which has been accepted by the Government: Attachment 01, "Performance Specification", Attachment 02, "Technical Drawings", Attachment 03, “Go/ No-Go Matrix”, and Exhibit A CDRLs A001 – A010. A deadline date for submittal of the NOI will be established when the formal RFP is released. The NOI shall be submitted in contractor format and must include the following: cage code number, DUNS number, state of incorporation, corporate license number, identify if foreign owned or a controlled company with full identification of the parent corporation, country of affiliation, identify whether subcontractors are foreign, identify vendor, foreign country of affiliation and what physically constitutes the foreign content of their product(s). Only those offerors who submit a Notice of Intent may submit a proposal which shall be considered by the agency. If you are granted explicit access or have submitted an approved NOI during the draft RFP phase, you do not have to resubmit to view the final RFP or receive the final RFP attachments. Vendors on the Excluded Parties List will not be given access to solicitation documents or be eligible for award. Please note that answers to questions regarding the draft RFP will not be formally answered or posted to FBO. However, questions and comments are encouraged and will be considered in the development of the final RFP. The posted draft RFP reflects the intended solicitation number, H92222-14-R-0003. When the formal RFP is released, it will be released under H92222-14-R-0003.
