This is an unrestricted procurement. The work includes, but is not limited to upgrades will include the services of a professional engineer, work on the cranes' electronic control and Load Moment Indicator systems, main engines, generator replacement, and a whip hoist mechanical drum brake and an automatic rail lubrication system will be added. The procurement method will be contracting by Negotiation utilizing source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price proposal for evaluation by the Government. The contract terms will be a base period of one year plus four option years. The contract will result in a firm fixed price indefinite delivery type contract. The Government intends to award the contract to only one offeror. This is a new procurement. It does not replace an existing contract. No prior contract information exists.
