- Justification For Other Than Full and Open Competetion - Sole Source COMBINED SYNOPSIS/SOLICITATION Special Notice/Proposed Notice of Sole Source Contract Award to BigByte IT Data Center (I) This is a combined synopsis/solicitation for a sole source commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quote (RFQ). Submit written quotes on RFQ reference number AG-7604-S-14-0007. All offers for other than the Bigbyte Data Center will be treated as information only and will be taken into consideration. (III) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. (IV) This solicitation is being issued as sole source notification (see attached Sole Source Letter); the associated NAICS code is 518210. The size standard is $30 million. This is a Small Business Set-A-Side. (V) This combined synopsis/solicitation is for the following commercial item: This acquisition is for the continued FY 2014 - 2017 reoccurring services cost associated with the BigByte Data Center services in Albuquerque, NM. This contractor has provided critical services to the Forest Service in support of the FS nationwide Information Technology (IT) infrastructure since 2007 by providing a highly specialized IT equipment rack space with all electrical power, emergency generators, heating, cooling, dust & humidity control, security, office space, secure storage, and systems monitoring required for all our equipment and systems to operate properly. This facility provides a highly specialized IT Data Center housing service used by the DOD, Banks, and many other agencies/businesses. See attached Statement of Objectives for more specifics. Services include: 1) 22 GB Dark Fiber ring connectivity (to "Cloud") from the Bigbyte Data Center to the Region 3 Office Servers which connect to Budget & Finance (B&F), Albuquerque Service Center (ASC), and the Chief Information Office (CIO), 2) Power utilization (over 200 amps daily min.) for all equipment both network and server equipment, uninterrupted power supply (UPS) for 10 minutes, and automatic cut-over to back-up generators, 3) 73 full size server racks (avg. 36"W x 29"D x 82"H with 36" clearance front and back for rack doors, approx. 3,000 - 4,000 sq ft) with addition future rack quantity availability, 4) Furnished office space (1,500 sq ft) for 10 work places and conference table with 8 chairs, 11 phone lines, 1 fax line, and 18 Network connections, 5) Secured storage space (200 sq ft), 6) Federal Information Processing Standard (FIPS) and National Institute of Standards and Technology (NIST) compliances, 7) Dust and Humidity (30-60%) climate controls, 8) 24/7 Security with cameras, access logs, and restricted access controls, 9) Secured cooling system for all infrastructure housed (72 deg. +/- 8) within the Bigbyte facility with redundant back-up system and generators, 10) Documentation and Reports, 11) Program Management 12) Other services (described below). The Forest Service does not have the building, facility, or the systems infrastructure expertise to keep the FS ABQ Data Center fully functioning without Bigbyte's IT support services. There are other services associated with the Data Center collocation for existing Forest Service Albuquerque Data Center network equipment, servers and SAN equipment. These services include configuring rack space, running cable trays, fiber connections, patches, panels, adding or moving power, providing incidental bench stock in support of equipment configurations, and build out of FS specific designs. (VI) Description of requirements is as follows: See Paragraph V and attached Statement of Objectives with CLIN structure. (VII) Place of service is USDA Forest Service Chief Information Office, Albuquerque, New Mexico, 87102. Required services are for 4 years starting February 1, 2014. (VIII) FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2008), applies to this acquisition. In addition to written quotes, offerors are instructed to provide a capability statement describing qualifications to provide requirements listed at paragraphs V and VI above and provide previous contracts awarded for Data Center Services as described in paragraph V. All offers for other than Data Center Services will be treated as information only and will be given consideration as required. (IX) FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999), applies to this acquisition. Paragraph A of this clause is completed as follows: 1) Technical, 2) Past Performance, and 3) Price shall be used to evaluate quotes. Technical and Past Performance, when combined, are significantly more important when compared to Price. All offers for other than Data Center Services will be evaluated as informational only and will be given consideration as required. (X) The offeror must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Oct 2010). A copy of this provision is located at http://farsite.hill.af.mil/ (XI) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Jun 2010), applies to this acquisition. All offers for other than Data Center Services will be evaluated as informational only and will be given consideration as required. (XII) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items (Oct 2010). Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are (b) (2)(3)(9)(20) (21) (22) (23) (24) (25)(26)(29)(31)(32)(34)(39)(40)(43). All offers for other than Data Center Services will be evaluated as informational only and will be given consideration as required. (XIV) The Government intends to award a Sole Source Firm Fixed Priced contract resulting from this solicitation, 16 days after posting. The place of performance of this pending contract is USDA Forest Service Chief Information Office, Albuquerque, New Mexico, 87102.
