- FA8224-14-T-0019 Solicitation Special Delivery Instructions Purchase Specification - Electric Winch System This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached at this time. The solicitation number is FA8224-14-T-0019 attached hereto and the solicitation is issued as a request for proposal (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-66. This acquisition is for Small Business Set Aside, under NAICS code 333923. The Air Force intends to procure (2 Each) Electric Winch Hoists and (2 Each) Single Speed Low Voltage Controls per Purchase Specification, Electric Winch System dated September 3, 2013 (see attached Purchase Specification). The items must meet the Air Forces Purchase Specifications. The Purchase Specifications attached with this synopsis notice are 100% complete, however the documents can change. It's the offerors responsibility to ensure they have followed the most current documents. ***Final delivery shall be no later than 60 after date of contract award, FOB destination, 581st MMXS/MXDPA Exit 62, off I-80 West, 18 miles North, Grantsville, UT 84029. Offeror shall submit the proposal according to the solicitation. Offeror shall comply with all aspects of the purchase specification. This will be a Firm Fixed Price award. Offerors shall provide FFP destination pricing The formal solicitation is attached hereto. 100% Small Business Set-aside The entire solicitation will be made available only on FedBizOpps (FBO) website at: https://www.fbo.gov. All current/future information about this acquisition, i.e. solicitation, amendments, purchase specification, and Q &A's will be distributed through FBO. Interested parties are responsible for monitoring FBO to ensure they have the most up-to-date information about this solicitation. Offerors are advised to review 52.212-1 Instruction to Offerors Addendum and 52.212-2 Evaluation Addendum, clauses in the solicitation for instructions to Offerors and evaluation criteria. See attached Solicitation SF 1449 for a listing of all Clauses and Provisions. (full text of clauses and provisions may be accessed electronically at this website: http://farsite.hill.af.mil) As prescribed in FAR Subparts 4.11 and 4.12, all prospective offerors must obtain a DUNS number, have an "active" Central Contractor Register (CCR), and maintain an Online Representations and Certifications Application (ORCA) in order to transact business with the Government. Failure to comply with the above mentioned regulations will result in an award to the next otherwise successful registered Offeror.
