- JPM PROTECTION REQUEST FOR INFORMATION - Identification of Interest in Chemical Biological Protective Shelter Production This is a Request for Information (RFI) for planning purposes only, as defined in FAR 15.201(e). This is not a solicitation or request for competitive proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of this RFI. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted, and the Government will not reimburse respondents for preparation of the response. Response to this RFI is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The office of the Joint Project Manager for Protection (JPM-P), under the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD), is the Department of Defense (DoD) organization responsible for the advanced development, procurement, fielding, and sustainment of Chemical, Biological, Radiological, and Nuclear (CBRN) protection and hazard mitigation capabilities and facilitation of CBRN survivability integration into non-CBRN programs. CBRN threats include: Biological Warfare Agents and Pathogens Chemical Warfare Agents Toxic Industrial Compounds and Materials External radiation exposures JPM-P is interested in collecting information from U.S. domestic companies who are currently in the CBRN collective protection and/or vehicle-mounted systems manufacturing markets or those considering a future entry into these markets who may have interest in producing vehicle-mounted CBRN collective protection systems to meet Department of Defense requirements. Please provide information on your organizations experience/capabilities in the following areas: Current or previous industry or government contracts for: Production of vehicle-mounted systems, CBRN protective systems, rigid and soft-wall shelter systems or other similar type equipment. Manufacturing & Assembly Capabilities to include any: Industrial Design, Electro-Mechanical, Chemical Engineering, CNC Machining, Thermoplastic/Elastomeric Injection Molding, Automation, and Robotic Welding (Include any Industry Manufacturing Standards you comply with along with any certifications) Engineering capabilities including: Mechanical, Electrical, Chemical, Thermodynamic, and HVAC as they relate to vehicle mounted mobile CBRN collective protection systems Drawing generation and revision in accordance with MIL-STD-31000 and ANSI Y14.100 drawing standards and practices including Computer Aided Design (CAD) and drafting equipment, software, facilities and equipment. Configuration Management processes including Engineering Change Proposal generation, approval and incorporation, document control/data management and release processes (Ref MIL-HDBK-61A) The Quality Management System utilized (include Product Realization and Quality Plan Processes in place along with any certifications) Experience in supporting integrated software packages, Capability Maturity Model and Integration (CMMI) initiatives, and the IEEE/EIA 12207 Standard for Information Technology - Software Life Cycle Processes. Capabilities for programming in software language C/C++ and the following software/firmware tools and environments: Extensible Markup Language (XML), ARM7 Digital Network Processor (DNP), Microsoft Visual Studio, and/or Structured Query Language (SQL) Experience maintaining configuration control of the source code and software documentation Any other information; Company overview, unique personnel capabilities, testing, awards, etc Information gathered in response to this RFI will be used to support the JPM-P in strategic planning for production of Chemical Biological Protective Shelter systems. Specifically, information gathered will be reviewed as part of a market survey in support of a follow-on production contract estimated to be awarded in 2014. Responders are invited to provide materials related to their capabilities to fulfill ANY OR ALL of the requirements specified in this RFI. Respondents are requested to provide responses whether their level of interest and current capability is to fulfill the entire scope of the effort, or to fulfill a limited aspect of the effort, such as teaming as a subcontractor with another firm. The Government will retain comments and information received in response to this RFI. Proprietary information should be identified as Company Proprietary. Do not use Government Security classification markings. SUBMISSION INSTRUCTIONS: All written responses to this RFI must be received by close of business on 28 February 2014. Submissions should: (1) use Microsoft Word or Adobe Portable Document Format (PDF); (2) be sent to Richard Alves, Contracting Officer, US Army Contracting Command, Aberdeen Proving Ground, Natick Contracting Division; (3) be minimum 11 point font on 8.5 quote mark X 11 quote mark paper; (4) be complete, sufficiently detailed, and organized in a manner that tracks to the information requested in this RFI; (5) include a single company point of contact with name, title, address, telephone and fax numbers, and e-mail address(es); and, (6) not exceed 15 single-sided pages in total (not including cover page and cover letter). Other media types (i.e., CD, printed technical information) that meet the submission criteria above will be accepted and should be sent to the Contracting Office Address and Point of Contact identified below.
