Description
Requisition Number: 3190204 Title: Scientific and Technical Data Analysis Services (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is HHS-NIH-NIDA-(SSSA)-14-041 and the solicitation is issued as a request for proposal (RFP). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, dated January 2, 1014. (iv) A notice regarding any set-aside restrictions, the associated NAICS code 541690 - Other Scientific and Technical Consulting Services and the small business size standard is $14.0 million (v) Scientific and Technical Data Analysis Services (vi) The National Institute of Mental Health (NIMH) has a requirement to provide data analysis services for the Section's PET and quantitative autoradiographic studies. The National Institute on Mental Health Section on Neuroadaptation and Protein Metabolism (SNPM) has developed a fully quantitative method for measuring rCPS with L-[1-11 C] leucine and Positron Emission Tomography (PET). The method was validated in rhesus monkeys by direct comparison of PET results with those from quantitative autoradiographic and biochemical methods. Subsequently, SNPM has performed PET studies to measure rCPS in healthy human subjects in the awake state and under protocol sedation, in subjects with Fragile X Syndrome (FrX) studied under protocol sedation, and in healthy subjects who were sleep deprived and studied while awake or during sleep (studies in progress). The SNPM is planning to conduct further PET studies in healthy subjects during sleep and memory consolidation, and in FrX subjects who can be studied awake or under an alternative sedating agent that does not alter rCPS in these subjects. SNPM is also conducting quantitative autoradiographic studies in rodents in order to measure rCPS in animal models of Fragile X Syndrome, tuberous sclerosis complex (TSC), and other single gene disorders associated with a high incidence of autism. SNPM plans to conduct autoradiographic and small animal PET studies in a rat model of Alzheimer's disease. The animal studies are an integral part of the Section's research program; each animal study is the preamble to a planned clinical study, and each clinical study informs the next animal study. The contractor will provide data analysis services for the Section's PET and quantitative autoradiographic studies. The contractor will advise the Government Principal Investigator on optimal methods of analysis and will independently perform the requisite analyses. The contractor will furnish all necessary labor, material, supplies, and •equipment other than a computer workstation. The contractor will also provide training of any laboratory personnel who have the necessary mathematical and computational background to learn to perform analyses for future studies. The contractor will provide a data report for each PET or autoradiographic study analyzed. As each study is completed, the contractor will provide an interim summary report covering all subjects or animals in the protocol. A final summary report will be delivered upon completion of all studies in the protocol. (vii) The period of performance is a January 2014 through September 2014. The government estimates 500 labor hours for this effort. (viii) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. (ix) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical and past performance when combined is more important when compared to price. The following factors shall be used to evaluate offers: (1) Technical Capability (2) Key Personnel. The offeror must provide information to support the key personnel qualifications, e.g., education and experience which correlates to SOW requirements, education, and past performance on similar projects. Resumes must be submitted for the key personnel proposed. (3) Past Performance. The offeror must submit with their proposal a list of the last three (3) contracts completed during the past three (3), years and / or contracts awarded currently in process that are similar in nature to the work scope. Contracts listed may include those entered into by the Federal Government, agencies of state and local governments and commercial concerns. Newly formed entities without prior contracts should list contracts and subcontracts as required above for all key personnel. For each contract, subcontract, or reference include: (i) Name of Contracting Organization; (ii) Contract Number (for subcontracts, provide the prime contract number and the subcontract number); (iii) Contract Type; (iv) Total Contract Value; (v) Description of Requirement; (vi) Contracting Officer's Name and Telephone Number; (vii) Program Manager's Name and Telephone Number; and (viii) North American Industry Classification System(NAICS) Code. The offeror may provide information on problems encountered on the identified contracts and the corrective actions, if any. Offerors will be evaluated on its performance under existing and prior contracts for similar products or services. The Government is not required to contact all references provided by the offeror. Also, references other than those identified by the offeror may be contacted by the Government to obtain additional information that will be used in the evaluation of the offeror's past performance. (4) Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (x) The provision at FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition. (xi) FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. An addendum to FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The addendum includes the following FAR Clauses and provisions, and terms and conditions: (a) HHSAR 352.239-70, Standard for Security Configuration (b) HHSAR 352.239-71 Standard for Encryption Language (c) HHSAR 352.239-73(a), Electronic and Information Technology Accessibility (d) Homeland Security Presidential Directive (HSPD)-12 (e) Federal Information Security Management Act of 2002 (P.L. 107-347) (FISMA) (xii) FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (xiii) There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. (xiv) The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xv) Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria and a price proposal. The price proposal must include the labor categories, an estimate of the number of hours required for each labor category, fully loaded fixed hourly rate or each labor category, breakdown and rationale for other direct costs or materials, and the total amount. The price proposal shall be formatted as follow: January 2014 through September 2014 1. Labor Category: 2. Estimate of the number of hours: 3. Fully loaded fixed hourly rate: 4. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response.
