- BUDGET AND FINANCIAL ACCOUNTABILITY ADVISORS LEGISLATIVE BUDGET ADVISOR Candidates must be U.S. citizens or U.S. resident aliens. The Budget and Financial Accountability program within the U.S. Department of the Treasury's Office of Technical Assistance is competitively recruiting individuals to serve as resident (long-term) and intermittent (short-term) advisors to Latin American nations in area of public financial management. The objective of the program for which these advisors operate is to increase the efficiency and transparency of public financial management by supporting activities designed to improve budget formulation and execution, planning, payment, procurement capacity and controls, audit capacity and civil society oversight. The Office of Technical Assistance is recruiting for a Legislative Budget Advisor - In this role the Advisor would work closely with the staff of the legislative budget office and legislative budget committee members to strengthen the oversight role provided by the legislative branch in the execution of its duties during the budget formulation and review processes. General Responsibilities and Duties: • Provide formal and informal education and training on the role of the legislative branch in effective budget oversight, including holding public hearings on the budget, reviewing reports on budget execution and examining audit reports • Provide basic information and education on the components of the budget, fiscal strategy and revenue projections. • Improve legislative budget policy making capability • Analyze legislative rules of procedure and recommend changes to strengthen legislative fiscal discipline. • Identify appropriate international legislative practices that enhance the legislature's budget oversight process. Qualifications: • BA in business, accounting, finance or public administration or related field required with Masters preferred • 5+ years in a financial leadership position in an executive or legislative budget department. Experience in developing countries will be viewed positively • Strong knowledge and understanding of the legislative budget process, particularly the roles and responsibilities of the legislature in performing budget oversight • Proficient in use of personal computers and MS Office Products and general office equipment • Self-starter with ability to work independently and with confidentiality • Exceptional analytical and problem solving abilities • Ability to motivate the client and build consensus • Ability to be flexible by changing focus and approaches based on needs of the client • Strong communication and leadership skills • Knowledge of best practices relating to budget formulation and execution is desirable • Proficiency in Spanish is highly desirable SALARY AND BENEFITS: Salaries will be negotiated in accordance with program regulations based on demonstrated salary history. The salary ranges are from $124,995 to 167,000 per year. Overseas benefits are provided as allowed by federal regulations.
