Description
This procurement is for a multiple award construction contract (MACC) and is being advertised as a 100% set-aside for Small Business concerns (FAR 52.219-6). The best value continuum source selection process to be used for this acquisition is the lowest price technically acceptable (LPTA) process as described in FAR 15.101-2 with the intent to award between three and five Indefinite Delivery Indefinite Quantity (IDIQ) construction contracts to the responsible offerors with the lowest price technically acceptable proposals based on the evaluation factors in the solicitation. This is an IDIQ contract with no pre-established fixed contract prices. The actual amount of work to be performed and the time of such performance will be determined by the Contracting Officer or his properly authorized representative, who will issue written task orders to the contractor. Award of task orders will be on a firm fixed price basis. The work to be acquired under this solicitation is for new construction, repair, and renovation, by design-build or design-bid-build, of heating, ventilation, and air conditioning (HVAC) systems and associated work at various locations within the NAVFAC Southwest area of responsibility (AOR) including but not limited to California, Arizona, Nevada, Colorado, Utah, and New Mexico. Types of projects may include, but are not limited to heat generating systems including boilers, piping, pumps, auxiliary equipment and associated appurtenances; cooling generating systems including chillers, cooling towers, evaporative coolers, condensing units, direct expansion systems, piping, pumps and associated appurtenances; distribution systems, including supply and return air systems, ventilation and exhaust systems, steam, hot water, glycol and chilled water distribution, associated terminal devices, heat recovery equipment, heat exchangers, sound attenuation, insulation, and associated appurtenances; terminal packages units, including gas fired unit heaters and radiant heaters, thru the wall units, self contained and rooftop air conditioners and heat pumps and associated appurtenances; controls and instrumentation including compatible protocol direct digital controls and associated media conversion components, fiber optics, energy monitoring and control systems with transparent compatibility, protocols and global programming for seamless network wide control strategies and graphics for existing base wide networks, building automations and associated appurtenances; energy supply including oil, gas, steam, hot and chilled water distribution systems; other HVAC systems and equipment including special cooling and humidity control, dust and fume collectors, air purifiers, paint booth ventilation systems; and system testing and balancing, and commissioning. Projects may also require HVAC work such as, but not limited to, demolition and disposal of materials containing lead paint and asbestos, removal and installation of equipment, duct cleaning, and all structures (including buildings) that may be affected by the work associated with the HVAC system. The North American Industry Classification System (NAICS) code is 238220, and the annual size standard is $14 million. The basic contract period will be for 12 months. Each contract contains four (4) 12-month options for a total maximum duration of 60 months. The estimated maximum dollar value, including the base year and all options, for all contracts combined is $99,000,000. Task orders will range between $50,000 and $5,000,000. Task orders may fall below or above this limit; however, contractors are not obligated to accept such task orders under the general terms of the contract. The only work authorized under this contract is work ordered by the government through issuance of a task order. The government makes no representation as to the number of task orders or actual amount of work to be ordered; however, during the term of the contract, a minimum of $5,000 is guaranteed to be ordered from each awardee, under the performance period of the contract. Contractors are not guaranteed work in excess of the minimum guarantee. The Government intends to evaluate proposals and award contract(s) without discussions. Selection for award will be based on evaluation of the following: Factor 1 - Experience, Factor 2 - Past Performance, Factor 3 - Safety; and Price (based on Proposed Task Order 0001). Source Selection procedures will be used, and award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-price factors. No site visit will be held, and no formal pre-proposal conference will be conducted. THE SOLICITATION AND PRE-PROPOSAL PRESENTATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. The RFP and pre-proposal presentation will be posted on Federal Business Opportunities (FBO) website at http://www.fbo.gov on or about January 27, 2014. No hard copies will be provided. The pre-proposal presentation will be uploaded for viewing as an attachment to the RFP. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THE WEBSITE DAILY FOR ANY AMENDMENTS TO THIS SOLICITATION.
