- Description of Requirement: This synopsis is not a request for quotes or proposals. This is a pre-solicitation notice that a solicitation is scheduled to be released via FedBizOpps (www.fbo.gov) in the near future detailing requirements for Passive Integrated Transponder (PIT) Tags. The PIT Tags needed are glass-encapsulated electronic devices measuring approximately 12-12.5 mm long by 2.0- 2.1 mm in diameter. The tag can be coded with one of 35 billion unique codes. As the tagged fish migrates through the hydro system, it passes though electronic interrogation coils established at juvenile detection sites located at federal dams in the Columbia River Basin and other rivers, streams, adult ladders, etc. Each PIT tag must provide the necessary readability, reliability, high performance standard, and unique codes designed for all detection devices in the Columbia River Basin. Each tag must satisfy the Corps's requirements without requiring major purchases of new receiver equipment (134-136 kHz range) or compromised reliability. Notice to all potential offerors: the solicitation will require all offerors to ship a lot of 200 tags to the contracting office for independent testing of the PIT Tags. The lot of 200 tags must be received prior to the closing date specified in the solicitation. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Set-aside Status: The solicitation is scheduled to be issued on an unrestricted basis. The North American Industry Classification System code (NAICS) is 334511 and the related size standard is 750 employees. Conducting Business with the Government: In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management Registration (SAM). All Offerors must be SAM registered prior to receiving an award. Registration instructions may be obtained and online registration may be accomplished, at www.sam.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation. When available, the solicitation documents for this project will be accessible via FedBizOpps at www.fbo.gov. No CD's or hard copies will be available. Offerors are responsible for checking the referenced page for any update(s) to the Notice.
