- MOD 03- Correction to the previous contract number on the Q&A Document. Reference the Q&A uploaded on 1/10/2014. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number FWAWWSAMPLING is hereby issued by the Regional Contracting Office, Alaska, 1064 Apple St., Fort Wainwright, AK, 99703, as an Invitation for Bid (IFB) to establish a requirements contract with a Base year plus 4 option years for Waste Water Sample Collection and Analysis on various locations at Fort Wainwright, Alaska, Black Rapids Training, Bolio Lakes Test Centers, Fort Greely, AK and Seward Army Recreation Center, Seward, AK. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-59, Effective 26 June 2013. This acquisition is 100% set aside for small business (SB) concerns under North American Industry Classification Standards (NAICS) code 541380 size standards in millions of dollars $14. Description of Requirement: The prospective vendor shall utilize the most current Environmental Protection Agency (EPA) Test Methods for Evaluating Solid Waste Physical/Chemical Methods (SW-846) and/or Alaska Department of Environmental Conservation (ADEC) directed test methods. The contractor shall provide all labor, supervision, management, transportation, equipment, supplies, and communication to collect, analyze, and furnish written laboratory reports, on an quote mark as required quote mark basis, for samples (solid, liquid & sludge phases). In the process of drawing a sample, quote mark Confined Space quote mark entry may be required. Evaluation Criteria: The Government will enter into a requirements contract with the offeror whose offer is based on the combined synopsis/solicitation and will be most advantageous to the Government. The requirements contract will consist of a Base year plus 4 option years. The following shall be used to evaluate offers: Evaluation Factors: Price Related Factors FAR Part 14.201-8 Non-Evaluation Factor: Past Performance: Although past performance will not be an evaluation factor, we should be clear that past performance will be reviewed as part of the responsibility determination pursuant to FAR Part 9. Please have your past customers fill out the attached past performance evaluations and email to the primary POC listed below. (Note: The past performance evaluations must come from the customers and not you the contractor) Payment Information: Competitive Requirements Contract will be issued in writing. Telephone bids will not be processed. Award shall be made only to contractors who have registered with System for Award Management (SAM). Vendors may register at: https://www.sam.gov/portal/public/SAM/. Payments will be made in accordance with FAR clause 52.212-4(g) the contractor shall submit all invoices electronically utilizing Wide Area Work Flow (WAWF), vendors are required to have a WAWF account. Procedures for using WAWF are found in DFARS clause 252.232-7003. Bid Information: All questions must be asked by Monday January 20, 2014 at 1700 hours AST in order to receive a response, all questions asked after the deadline will not be answered.
