Attachment 4 Map of locations Attachment 3 Requirements Attachment 2 Questions Performance Work Statement The Federal Emergency Management Agency (FEMA) is seeking to augment its market research with a Request for Information (RFI) to be used in the formulation of the requirement with feedback from waste removal industry vendors that can potentially provide either dumpster service and/or bio-medical waste collection and removal services during emergency response events within the Continental United States (CONUS) area of responsibility. FEMA intends to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract with one or more contractor(s) for a base period of 1-year plus four twelve-month option periods. Large and Small Businesses are welcome to respond. The contractor(s) must be available and capable of meeting FEMA's emergency response task orders for delivering 40-yard size dumpsters with waste removing services and establishing bio-medical hazard waste removal services within time requirements, throughout the full duration of the contract. Contractor(s) will have the choice to submit a proposal for dumpster service only, bio-medical waste removal service only or both dumpster and bio-medical waste removal services. Below are summaries of the requirements: Dumpster Service: The contractor shall provide dumpster service based on the following FEMA task break down requirements: • The vendor(s) must deliver 40-yard size dumpsters for FEMA emergency response requirements • The vendor(s) must provide daily waste removal service • The vendor(s) must replace or repair non-functional dumpsters within the requested time frame • The vendor(s) must remove dumpsters and stop all waste removal services within the requested time frame • The vendor(s) must clean up and remove all debris and discarded materials resulting from removal services (spillage) • The vendor(s) must remove and dispose of all waste materials in accordance with all federal, state, and local regulations Bio-Medical Waste Removal Service: The contractor shall establish and perform bio-medical waste removal service based on the following FEMA task break down requirements: • The vendor(s) must provide red color 10-gallon medical regulated waste system collection tanks for FEMA emergency response requirements • The vendor(s) must pick up regulated (infectious) waste daily and replace collected tanks with empty, clean and disinfected tanks • The vendor(s) vehicles and vehicle operators shall comply with all federal, state and local laws, regulations, statutes, and codes of authorized transport of hazardous materials and waste. • The vendor(s) shall have an approved Operation and Safety Plan to include documenting employee training available upon demand • The vendor(s) employee's must wear company distinctive clothing with clearly visible name tags • The vendor(s) shall obtain all necessary permits and/or licenses for the pick-up, handling and disposal of bio-medical hazard regulated medical waste • The vendor(s) must dispose of all bio-medical hazard medical regulated waste at an approved disposal site in accordance with all Federal, state and local government jurisdiction authorities Note: All waste and bio-medical hazard waste disposals must be in accordance with all Federal, state and local laws and regulations. FEMA has established pre-determined geographic sectors for the CONUS area of responsibility. Contractor(s) will have the choice to submit a proposal to support one sector, more than one sector or all sectors. Attachments: • Attachment 1 Draft Performance Work Statement (PWS). • Attachment 2 Lists questions we desire the waste removal vendor(s) to answer. • Attachment 3 Capability matrix we desire the waste removal vendor(s) to complete. • Attachment 4 FEMA Regional MAP. No phone calls will be taken regarding this RFI. All correspondence must be submitted by email in writing. Please include the Solicitation Number in the Subject Box and provide your DUNS#, TIN#, Business size and if a Small Business, the type of Small Business you represent with your response. Interested parties are responsible for monitoring www.fbo.gov for the most current and up to date information regarding this requirement. The solicitation will be issued in the same manner as the pre-solicitation. Contractors are reminded that participation can only be granted to a Contractor who is registered in the System for Award (SAM) database and Online Representations and Certifications Applications (ORCA).
