- This sources sought announcement is for a Self Propelled Crane Aircraft Maintenance And Positioning Increment II (SCAMP INC II). DISTRIBUTION STATEMENT A: Approved for public release; distribution is unlimited I. PURPOSE: This market research is being conducted to identify potential sources for commercially available aircraft maintenance cranes that meet or exceed the required capabilities listed in Section II below. Recognizing that manufacturers have been designing and producing a variety of maintenance cranes for years; the U.S. Army is issuing this sources sought to gather information pertaining to current business and engineering practices. If feasible, the U.S. Army may incorporate some of the supplied information in the specification for the new aviation maintenance crane. Interested vendors choosing to respond to this Request for Information (RFI) are cautioned that submission of any information in response to this RFI is purely voluntary. This RFI is issued for information planning purposes only and does not constitute a solicitation or commit the Government to award a contract, now or in the future. This is not a request for proposal. Nothing shall be construed herein or through this research process to commit or obligate the Government to further action as a result of this research. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow up information requests. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to respondents to this RFI regarding their submissions. Further information will be posted to this website if required and when available. All information submitted in response to this RFI shall become the property of the Government and will not be returned to the submitter II. REQUIRED CAPABILITIES: The SCAMP INC II shall meet or exceed the following: 1. The SCAMP INC II shall be able to remove the CH-47 Aft Vertical Shaft (weight 664 lbs, height 35Ft), CH-47 Aft Pylon (weight 3850 lbs, height 21 ft), and also be able to lift the UH-72 Lakota (weight 4000 lbs, height 15 ft). 2. The SCAMP INC II shall be self-propelled and mobile on all terrain able to negotiate both improved roads and unimproved surfaces with no degradation in operation, utilizing standard military operating fuels (i.e. JP-8), oils, and hydraulic fluids without degradation in performance. 3. The SCAMP INC II shall be capable of safe operation in aircraft maintenance hangers. 4. The SCAMP INC II shall be capable of operating at minimum flight line speed of 5 mph. 5. The SCAMP INC II shall comply with Occupational Safety and Health Act (OSHA) requirements, safety requirements of MIL-STD-882 and AR 385-16. 6. The SCAMP INC II shall comply with the provisions of MIL-STD-1474 with respect to hazardous noise in levels and hearing conservation. 7. The SCAMP INC II shall have a Load Moment Indicator (LMI)/Limiter (LML) safety device. 8. The SCAMP INC II shall provide lighting for use while driving 9. The SCAMP INC II shall provide lighting to illuminate the work area. 10. The SCAMP INC II shall have a self-diagnostic monitoring system to aid in the detection and/or isolation of failures. 11. The SCAMP INC II shall have an anti two-block system. 12. The SCAMP INC II system shall have the means for lifting and tie-down for highway, rail, air, and marine transport. 13. The SCAMP INC II shall be safely transported by Army medium lift helicopter (CH-47F). 14. The SCAMP INC II shall have a positive fail safe feature which will prevent dropping of the load when raising and lowering the hook, extending, or elevating or slewing the boom or when the vehicle is in a transport mode in the event of power failure to operating mechanisms. 15. The SCAMP INC II will operate utilizing an on-board engine, but also have the option of plugging capability into commonly available AC electrical power (110 VAC and 240 VAC). 16. The SCAMP INC II system shall have an operator's manual, repair manual, and parts manual. 17. The SCAMP INC II will be employed in aviation maintenance units worldwide and is expected to operate under the same climatic conditions as the aircraft it supports, during daytime or nighttime. The SCAMP INC II system shall be capable of operation in climatic conditions 1-6 of AR 70-38. 18. The SCAMP INC II control shall have minimum seating capability of one operator. 19. Control shall permit one man operation by an individual in Mission-Oriented Protective Postures (MOPP) Level 4 gear. 20. The SCAMP INC II shall have provisions to determine angle, length, and height of the boom from operator's seat. Permanent load capacity charts shall be visible to the operator at all times. 21. Controls shall be capable of precise positioning of aircraft components/modules in place on the aircraft. 22. Controls shall permit all load weights to be safely lifted, lowered, and swung at variable speeds. 23. Controls shall permit manual traverse and lowering of the boom (with load), in case of power failure to enable the boom to be moved to its travel position. 24. The SCAMP INC II shall have a boom which is capable of 360 degree rotation and from either direction be capable of elevation indicated by a gauge. 25. The boom shall have sufficient capability to reach, lift, and swing the heaviest load per item #1 above. 26. The boom/hook shall be compatible with special tools used to lift components of supported aircraft. 27. Hook shall have safety lock and ball bearing swivel to eliminate cable twist under all conditions. 28. The SCAMP INC II shall be capable of four continuous hours of operation without re-servicing. III. QUESTIONNAIRE: 1. Briefly provide a description of your company's current engineering and production capabilities. What is the estimated production lead-time for the first article units? What would be the lead-time for the production units? What is the maximum manufacturing capacity per month? Per year? 2. Provide a description of your company's quality and configuration control program for the manufacture of hardware (e.g. ISO 9000 series). Briefly explain the process for submitting documentation to the Government relative to production process changes and diminishing manufacturing sources that ultimately affect your company and the Government's ability to provide/obtain repair parts needed for sustainment of aircraft maintenance crane systems. 3. Past performance information: If your company's aircraft maintenance crane system(s) has already been procured by other Government organizations, please provide a list of any current or past contract numbers. 4. Does your company have the capability to add additional production if situations required it. Briefly describe to include; how this would be accomplished, impact on production, and how quickly your company could react, etc. 5. Customary practices (include type of warranties, discounts, etc.) under which sales of your company's the aircraft maintenance crane are made. 6. Provide a brief example, if any of your company's ground support equipment projects have involved OSHA/AFOSH requirements. Also, address requirements of any laws and regulations unique to your company's aircraft maintenance crane. 7. Have any of your company's aircraft maintenance crane projects that required verification, fit, and function testing for your customers. For example, has your company conducted load-bearing tests, environmental testing, etc. Briefly describe your company's testing capabilities. 8. Briefly describe experience your company's with Government technical manual requirements. Does your company accomplish this through your own workforce or is it subcontracted? Explain 9. Briefly describe the manuals provided with your products to include the type (example: operation and maintenance) and quantity, etc. 10. Provide a description on the quality control and quality assurance processes in your product's design and manufacturing efforts. 11. Based on review of the draft purchase description, identify any major critical contributor to the overall cost of the aircraft maintenance crane and provide rationale as to why it is considered critical. 12. Briefly describe your company's knowledge or experience in developing a technical data package that complies with Government specifications per DI-SESS-81000. 13. Briefly address any other features of your system that may enhance overall capabilities (current and proposed new technologies) IV. DETAILED PRODUCT DESCRIPTION: A description of the system and the validating information supporting claims that the proposed system meet or exceed the draft purchase description listed in Section II. If your company lacks sufficient experience in a particular area, please provide details explaining how your company would overcome the lack of experience/capabilities in order to perform that portion of the requirement. 5. RESPONSES TO QUESTIONNAIRE (Section III). If your company lacks sufficient experience in a particular area, please provide details explaining how your company would overcome the lack of experience/capabilities in order to perform that portion of the requirement. 6. COMPANY CAPABILITIES to include both optimal monthly production capacity and maximum monthly production capacity 7. UNIT COST ESTIMATE to include part number of suggested system (Assume buy quantity of 500) 8. Product literature and/or necessary drawings and diagrams may be included as an attachment Also, respondents are encouraged to explain in detail any business and engineering practices used to manufacture the cranes. Please provide as much technical specifications as possible. Photographs are also welcome. Interested vendors are also encouraged to identify potential problem areas and solutions. Failure to provide the above documentation may result in the Government being unable to adequately assess market availability. Both large and small businesses are encouraged to participate in this market research.
