Description
This RFI utilizes NAICS code 332994 (1,000 persons) This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a Request for Information (RFI) by the Naval Surface Warfare Center, Dahlgren Division (NSWCDD). This Request for Information is published in accordance with FAR Part 15.201(e), and is for PLANNING PURPOSES ONLY. It does not constitute a Request for Proposal (RFP), or a commitment by the U. S. Government, nor should it be construed as such. Respondents are advised that NSWCDD is under no obligation to acknowledge receipt of information received, or provide feedback to respondents with respect to any information submitted under this RFI. There shall be no basis for claims against the Government as a result of any information submitted in response to this RFI. The Government does not intend to award a contract on the basis of this RFI, or reimburse RFI preparation costs incurred by any offeror when providing the information requested under this notice. If a solicitation is released at a future date, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of any potential offeror to monitor this site for additional information pertaining to this requirement. The Marine Corps is currently conducting a trade study to determine the feasibility of an affordable and survivable Amphibious Combat Vehicle (ACV). Access to credible cost, technical, and reliability data related to potential subsystems and component solutions to an ACV is key to the trade study results. The Marine Corps Systems Command has tasked NSWC Dahlgren to perform market research data collection to enhance and validate the existing database of information for weapon(s) systems. Under this effort, NSWC Dahlgren is collecting data on as many alternative weapon systems component solutions that offer a reasonable chance of meeting projected system requirements. This data will be used to inform the development of open architecture interface control documents and weapon system specifications. Vendors are invited to respond to the Specific Information Requested section, for any products they offer which fit the categories discussed below. The Government will use this information to aide in the design of an Open Architecture (OA), or common, Interface Control Document. Remote Weapon System (RWS) Categories: For the purposes of this RFI, RWS is defined as a weapon system which is suitable for mounting to an amphibious vehicle, can be operated from within the vehicle, provides dual-axis stabilization of the weapon(s) and optics includes internal fire control computing, and is all weather, day/night capable. This RFI seeks information for RWSs which fall into the following broad categories: Category 1: An RWS which has as its armament both a.50 caliber machine gun and a 40mm automatic grenade launcher. (For example, an M2 and an MK19). Category 2: An RWS which has as its armament both a 30x173mm automatic gun and a 7.62x51mm machine gun. (For example, an MK44 and an M240). Category 3: Other RWSs which do not fit into Category 1 or Category 2, but at a minimum mount two weapons as their armament. (For example, an M242 and M249) Specific Information Requested: (1) Interface requirements describing mechanical, power, and signal interfaces of the RWS(s). Interface requirements may include Interface Control Documents, drawings, mounting specifications, electrical system specifications, etc. (2) CAD model of the RWS in IGES or STEP format. Models should contain enough exterior detail to represent the mechanical space claim of the RWS. Interior detail not required. "Dummy" or exterior-only models are preferred. (3) Description of RWS features, if applicable: a) Under armor access to the RWS for purposes such as loading and troubleshooting b) Manual Control c) Vehicle Commander control, slew-to-cue capabilities d) Azimuth and Elevation range of motion/field of fire e) EO/IR capabilities f) Standard and upgradable armor protection levels (STANAG 4569) g) Deck clearance and hatch interrupt features h) Battery backup i) Conformance with applicable military standards j) Reliability and Maintainability k) Magazine capacities for primary and secondary armaments l) Optional equipment such as situational awareness sensors, countermeasures, launchers, etc m) Any other features the responder deems relevant (4) Test Reports from any STANAG, ITOP, or other testing. (5) Approximate cost and lead time for purchases in the following quantities: 10, 50, 500. Participation in this RFI does not guarantee that the OA ICD will be compatible with all submissions. While the intent of the OA ICD is to give ACV the ability to mount a variety of products, it is expected that the final ICD will not accommodate absolutely all designs. At no cost to the Government, responding vendors/offerors may continue technical dialogue via this market survey through the Contract Specialist after the initial response is provided. NSWCDD requests offerors' responses No Later Than Close of Business 10 FEB 2014. Submissions will be accepted after this date, but feedback may not be as timely or contribute to NSWCDD's strategic planning. All communications with industry must be coordinated through the cognizant Contract Specialist, Roberta Moss. Any information supplied under this RFI shall be provided free of charge to the Government. All responses should be unclassified. Information and materials submitted in response to this request will NOT be returned. If responses contain proprietary data, it shall be marked appropriately. It is the respondent's responsibility to clearly define to the Government what is considered proprietary data.
