- Justification and Approval RFQ Combined Synopsis/solicitation Solicitation N0001514RC11056 is issued as a synopsis/solicitation. The government contemplates award of a sole source Firm-Fixed priced contract with North Grumman Systems Corp at 2340 Dulles Corner Blvd, Herndon, VA 20171 and to solicit an RFQ and award under FAR Part 6.302-1 and under the authority of FAR Part 12 and FAR Part 13. The period of performance (POP) is one year with an anticipated POP of 3/23/2014 to 3/22/2015. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The North American Industry Classification (NAICS) Code is 511210; size standard of $ 25M. The FOB terms are "Destination" and Net 30. Requirement: Provide the following System Ids Control Number 843b703f ONI-PRIM 843b71a3 ONI-ALT 84586403 ONI-LAB See Attached: RFQ and Justification and Approval Responses are due No Later than 21 January 2014, at 10:00 am, EST. Interested persons may present their notice and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, all quotations received by 22 January 2014 at 10:00 am, EST will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov/vendor.cfm. The clauses and provisions are available in full text at https://www.acquisition.gov/far/. In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports, the contractor shall submit their payment request electronically using the Wide Area Workflow (WAWF). The WAWF website is located at https://wawf.eb.mil. Offers will be accepted via email no later than 22 January 2014 a.m. EST.
