Description
The U.S. Army, Army Contracting Command - New Jersey, on behalf of the Product Director - Test, Measurement, and Diagnostic Equipment (PD-TMDE), anticipates issuing a Request for Proposal (RFP) on or about January 27, 2014 for the Full Rate Production (FRP) of the Next Generation Automatic Test System (NGATS). The Government intends to solicit this requirement through full and open competition, resulting in the award of up to three (3) Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts. If multiple awards are made, the Government intends to down-select to one contractor after the first delivery order and in accordance with the evaluation criteria laid out in the RFP. The contract will have a total period of performance of five (5) years, divided into five (5) one-year ordering periods. Along with the FFP procurement of the NGATS, a FFP engineering services line item will be included to permit technology insertion and/or system upgrades, if applicable, during the course of contract performance. The applicable NAICS code is 334515. Description of Action: The Next Generation Automatic Test System (NGATS) is the latest addition to the Integrated Family of Test Equipment (IFTE) developed and managed by the Product Director Test, Measurement and Diagnostic Equipment (PD TMDE). NGATS is a reconfigurable, general-purpose, mobile, deployable, Automatic Test System (ATS) designed to provide off platform sustainment support to all Army weapon systems. This flexible testing platform will provide diagnostic maintenance of Current and Future Force electronic systems and will standardize the Army's Automatic Test Equipment (ATE). The NGATS tests Line Replaceable Units (LRU) and Shop Replaceable Units (SRU) isolating failures to the component level. The contractor shall perform all tasks necessary to ensure the manufacture and delivery of the NGATS in accordance with the Statement of Work. These tasks include, but are not limited to: planning and scheduling production; procurement or production of components; conducting engineering assessments of test data, hardware and the production process as necessary to assure on-schedule production; selection of appropriate production processes to ensure the TDP requirements are attained; testing of components and assemblies for verification of requirements; qualification of suppliers; and monitoring of subcontractors. The NGATS FRP TDP is restricted to: Distribution Level D. If a RFP is issued, interested parties shall submit an executed copy of the DD Form 2345 in order to obtain the NGATS TDP(s). Furthermore, in accordance with Part 122.1(a) of the International Traffic in Arms Regulations (ITAR), any person who engages in the United States in the business of either manufacturing or exporting defense articles or furnishing defense services is required to register with the U.S. Department of State, Directorate of Defense Trade Controls unless an exemption to the registration requirement under the ITAR applies. Registration is primarily a means to provide the U.S. Government with necessary information on who is involved in certain manufacturing and exporting activities and does not confer any export rights or privileges. Registration is a precondition to the issuance of an export license or other approval under the ITAR.
