Description
SOURCES SOUGHT SYNOPSIS The 379 ECONS is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Base Operational Support Services The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561210. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The contractor shall provide all personnel, supervision, and any items and services necessary to perform any or all of the following: 1) Airfield and street sweeping, 2) OM&R of Fire Suppression, Fire Alarms, Mass Notification, Fire Hydrants and backflow preventers,, 3) Grounds Maintenance, 4) Custodial services, 5) Refuse Collection, 6) Wastewater/Sewage/grease trap removal and Portable Toilet Services, 7) Bottled Water/Bulk potable water delivery/distribution, 8) HVAC/R trainer 9) TCN Monitoring, and 10) Facility Manager. The estimated quantities of work are listed in Technical Exhibit 1, Workload Estimates. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Some positions may be required to be filled by US Nationals with an active security clearance. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; 4) provide services under a performance based service acquisition contract; and 5) have or have the capability to obtain a valid contractor registration certificate or valid sponsorship arrangement to work in the country of Qatar. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR LOCAL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Attachment 1: Technical Exhibit TECHNICAL EXHIBIT 1 WORKLOAD ESTIMATES AND PERFORMANCE REQUIREMENTS. (These statements are taken from the draft PWS's and are not all inclusive to the requirement. These are given only to help prospective offerors gauge the requirements listed against their own capabilities. A complete Performance Work Statement will be issued with any RFP offered). 1) Airfield and street sweeping: • 70,840 linear meters of Street Sweeping  All paved roads and facility accesses, to include parking lots on AUAB  Up keep is on regular basis • Fight line Sweeping Complete Flight line Driving certification Complete Restricted Area access requirements Maintain GFE sweepers and perform minor repairs necessary to ensure day to day operations • The Contractor shall accomplish airfield sweeping as requested by 379 OSS and as needed, 24 hours per day, to eliminate FOD hazards on the airfield. • The Government will provide 6 GFE code 4 sweepers. Contractor shall maintain sweepers and perform minor repairs necessary to ensure day to day operations. The Government will provide all large sweeper vehicle related repairs such as engine repairs and brake replacement. 2) OM&R of Fire Suppression, Fire Alarms, Mass Notification, Fire Hydrants and backflow preventers: • Workload Estimate. There are 444 systems and 25,200 smoke detectors/alarm devices that will require annual inspection. Includes, not limited to, the following brands: Notifier, Gents, Fire Control Instruments, Tyco, Siemens, Monaco, Vesda, Simplex, Cooper Wheelock. It is estimated that, per month, there will be 40 emergency service calls, 40 urgent service calls, and 30 routine service calls. It is estimated that, per month, there will be 10 construction design reviews, to include acceptance testing. • Workload Estimate. In addition to inspections and preventive maintenance, it is estimated that, per month, there will be 10 emergency fire suppression system service calls. • Inventory. There are approximately 119 fire suppression systems and 176 fire hydrants across base. • ANSUL. There are 8 facilities with a total of 26 proprietary ANSUL fire systems. One system is defined as any piping, nozzles, pull stations or detection devices that will be affected and that control the flow of chemical once the system has been activated and discharged. • The Contractor shall inspect, test, maintain, repair, and replace fire detection and alarm systems base wide, to include Fire Department control systems and Mass Notification Systems (MNS), in a manner that will ensure their serviceability and operation in accordance with applicable NFPA Standards, UFC 3-600-01, and manufacturer's instructions. The Contractor is responsible for maintenance and repairs on all fire alarm systems base wide, to include systems required for activation of fire suppression systems. Services shall include programming capability. MNS typically communicates to fire department dispatch using the D-21 system and the Monaco Fire Alarm Transceiver System located in the facilities. • Backflow Prevention: The Contractor shall implement a backflow prevention program to provide backflow prevention support IAW AFI 32-1066, Backflow Prevention Program. Contractor shall manage a proactive backflow prevention program to prevent contamination of the potable water system, identify, investigate, and document all cross-connections and eliminate them when possible. • Personnel Qualifications. Contractor shall ensure Contractor personnel have the required qualifications and experience described in the following paragraphs with no under qualified personnel allowed at any time. • Task Leader (TL) and Alternate Task Lead (ATL): The TL and ATL manage resources and activities necessary to inspect, test, and maintain fire detection and alarm systems. TL and ATL shall have knowledge of Principles of electronics and electricity; types, capacity and purpose of low voltage circuits, circuit breakers, switches, fuses, regulators, relays, instruments, and meters associated with the skills and ability to inspect, test and maintain fire detection and alarm systems; interpreting instrument and meter readings; wiring diagrams, schematics, drawings and technical publications; use and purpose of applicable test equipment; safety rules and practices; environmental policies; principles of management and operation and repair of on-site fire alarm and control systems. • Fire Alarm Technicians: Qualifications shall include, one or more of the following: • Training and certification for fire alarm system service of the specific types and brands of system. • Registration, licensing, or certification by a state or local authority, or nationally recognized fire alarm certification organization acceptable to the Authorities Having Jurisdiction (AHJ). • Employment and qualification by an organization listed by a nationally recognized testing laboratory for the servicing of fire alarm systems. • Mass Notification Technicians: Personnel must meet qualifications required by UFC 4-021-01. • Backflow Technicians: Backflow technicians shall have surveyor qualification requirements or shall be certified by the state as a backflow/cross connection surveyor. Surveyors must have satisfactorily completed a training program such as: A survey course addressing Federal and state regulations, cross-connection identification, and types and uses of backflow prevention devices recognized by a state. A survey course addressing Federal and state regulations, cross-connection identification, and types and uses of backflow prevention devices sponsored by a nationally or internationally recognized with written and performance examinations. Graduation from an appropriate Bachelor-level engineering program approved by the Accreditation Board of Engineering and Technology, along with backflow training. • In addition, backflow technicians shall have the most recent edition of books mandated by AFI 32-1066: Uniform Plumbing Code (UPC), Uniform Plumbing Code (UPC) Training Manual, and American Water Works Association's Recommended Practice for Backflow Prevention and Cross-Connection Control (AWWA M14). • Fire Alarm and Mass Notification Systems Training: The Contractor is responsible for acquiring all capability to maintain, monitor, up/download program data, program and repair all fire alarm systems types listed in this appendix, prior to the start of the period of performance. This includes capability to perform system repair or replacement on systems that are malfunctioning due to software malfunctions and programming issues. Siemens and Simplex system programming training will be accomplished under the 379 ECES license. Contractor shall contact 379 ECES to coordinate release of Siemens and Simplex license data for Contractor to use to acquire proper programming training prior to the start of the period of performance. Government will pay for licensing. Contractor shall pay for all personnel training related expenses. Contractor shall have sufficient quantities of personnel trained on each base system type to provide full service at all times in compliance with this appendix. 3) Grounds Maintenance: • Workload Estimate: o 70,840 linear meters of Roadways Police within 50 meters of all road edges Including trash emptying at bus stops o 131 Bunkers 21,222 square feet of bunkers Police within 10 meters of all bunkers o 61,040 linear meters of Fence Line Police along interior fence line, base wide Police interior and exterior of all internal gates o 75,000 square meters of Parking Areas Policing entire area o 322 Refuse Container Areas Items found around refuse containers will be placed inside the nearest appropriate dumpster o Vegetation Unwanted vegetation shall be pulled out and discarded except for areas directed by the ACO/COR o 30 Bottled Water Delivery Points Policing within 5 meters of all water sheds o 150 square meters of landscaping Maintain all landscaped areas to include irrigation systems Inspect irrigation systems weekly Replace all vegetation lost due to poor upkeep o Gazebos Policing within 5 meters of all gazebos To include cigarette litter/trash cans o Memorial Plaza Police area during regularly scheduled custodial services • CONTRACTOR FURNISHED PROPERTY, EQUIPMENT AND SERVICES: The Contractor shall provide their own equipment to include but not limited to vehicles, trash bags, and personal protective equipment. 4) Custodial services: • The Contractor shall provide all management, tools, equipment, and labor necessary to ensure that custodial services are performed at Al Udeid AB, Qatar, in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. The Contractor shall accomplish all cleaning tasks and be required to provide and replenish soap and paper products in all restrooms identified in Annexes 1 and 2, in order to meet the requirements of this PWS and the Service Summary (SS). Required cleaning frequencies are established in Annex 1, Air Force Custodial Common Levels of Service Standards. Facility cleaning levels and estimated square footages are established in Annex 2, Estimated Square Footages and Cleaning Level. The Contractor shall perform all work in accordance with all applicable laws, regulations, HAF standards, instructions, and commercial practices. LNs and or TCNs are authorized to work custodial services under supervision of a USN Task lead and alternate Task Lead. Contractor shall provide TCN and LN monitoring for custodial services. • Contractor Furnished Restroom Supplies. Plastic Trash Can Liners/Bags: Suitable for the type of trash receptacle. Toilet Tissue: Two-ply. Paper Towels: Bi-Fold, Tri-Fold, Dispenser type. Hand Soap: Liquid anti-bacterial soap for installed liquid soap dispensers, and/or hand size push/pump liquid anti-bacterial soap when installed dispensers are non-operational. Recycled Products: 100 percent of all paper products procured (toilet tissue and paper towels) shall contain recycled materials. The Contractor shall maintain sufficient inventory on base to provide at least 7 days of supplies in case of base contingencies. Custodial Workload Estimate: o 136,925 square feet of Level 1 - "Prestige" Sweep/Mop twice per week Restroom cleaning daily Scrub Cleaning monthly Carpet shampoo yearly o 171,606 square feet of Level 2 - "Basic" Sweep/Mop once per week Restroom cleaning every two days Carpet shampoo yearly o 78,491 square feet of Level 4 - "Public Restroom" Restroom scrub twice per day Clean walls once per week Power scrub once per month 5) Refuse : • The Contractor shall provide all personnel, labor, equipment, tools, materials, supplies, vehicles, supervision, and other items and services necessary to perform refuse collection and disposal services at Al Udeid AB, Qatar to include the Special Operations Training Qatar (SOTQ) compound outside the perimeter. The Contractor must be registered with the Qatari Municipality as a Waste-management company. The Contractor shall perform to the standards in the contract as well as all host nation regulations and the Overseas Environmental Baseline Guidance Document. The Contractor shall ensure that all work is performed in a manner to prevent any detrimental effects to the environment. Local Nationals (LN) and or Third Country Nationals (TCN) are authorized to work refuse collection under supervision of a USN Task lead and alternate Task Lead. For refuse collection, TCN monitoring will be performed by the Government. • For steady-state operations, the Contractor shall provide 251 dumpsters with 7 CM capacity (or equivalent) and 71 dumpsters with 20 CM capacity (or equivalent). Dumpsters to be emptied daily and not exceed 75% capacity. • Operation Security: The Government provides TCN monitoring for refuse collection. Government TCN monitors search every dumpster during pickup for sensitive information. Dumpster searches add ten to fifteen minutes to each pickup of a full dumpster. • Refuse Transfer Site: Due to security requirements a refuse transfer point has been established to speed up refuse collection and disposal. The Contractor shall transport full bulk refuse containers/dumpsters from collection points to the refuse transfer site. At the refuse transfer site full dumpsters shall be exchanged for empty dumpsters to replace full dumpsters removed from collection stations on base. The Contractor shall ensure sufficient empty dumpsters are available for exchange with full dumpsters at the refuse transfer site throughout the workday. The current Contractor has been using nine dumpsters at the transfer site for change out while hauling six on a flatbed trailer to the disposal site. The Contractor shall be responsible for determining the actual number of dumpsters to use for the change out procedure. The Contractor shall ensure all full dumpsters are removed from the refuse transfer site and disposed of off base by 2000 hours each workday. 6) Wastewater/Sewage/grease trap removal and Portable Toilet Services: • The Contractor shall perform: wastewater (gray water) and sewage (black water) removal; grease trap cleaning; lift station servicing and portable toilet services at Al Udeid AB, Qatar, to include the Special Operations Training Qatar (SOTQ) compound outside the perimeter. The Contractor must be registered with the Qatari Municipality as a Sewage/Waste-management company. The Contractor shall perform to the standards in the contract as well as the host nation regulations and Overseas Environmental Baseline Guidance Document. The Contractor shall ensure that all work is performed in a manner to prevent any detrimental effects to the environment. Local Nationals (LN) and or Third Country Nationals (TCN) are authorized to work wastewater/sewage removal and portable toilet services under supervision of a USN Task lead and alternate Task Lead. • Annual estimate is 138,000,000 gallons of sewage. • 203 Port-a-Johns o Remove estimated of 5,300 gallons per month o Government provided o Serviced regularly so not to exceed 75% storage capacity o Adequately maintained with:  disinfectant chemicals in proportion to the tank size  clean inside of Port-a-John  replace door springs/all other repairs and construction  ample supply of toilet paper  air fresheners  mounted hand sanitizer dispensers with sanitizer • 5 Grease Traps o Remove estimated of 11,000 gallons per month o Empty and clean three times a month • 19 Sewage Lift Stations o Remove estimated of 150,500 gallons per month o Empty and clean one time a month • 15 Hand wash Stations o Filled with clean water/waste water removed daily • 14 Gray and Black Water Tanks (CC) o Remove estimated of 6,500,000 gallons per month o Empty daily • 84 Internal Septic Tanks o Remove estimated of 3,000,000 gallons wastewater/storage per month o Empty between daily and once a week • 27 External Septic Tanks o Transfer Site (North/Lima Gate) o 10,000 gallon capacity per tank • 5 Gray and Black Water Holding Tanks (CC) o 162,208 gallon capacity per tank o Pump five to seven times daily 7) Bottled & Bulk Water Delivery: • The Contractor shall provide all personnel, labor, vehicles, supervision, and other items and services necessary to deliver bottled and bulk water. Local Nationals (LN) and/or Third Country Nationals (TCN) are authorized to perform bottled and bulk water delivery tasks under supervision of a USN Task lead and alternate Task Lead. Estimates: o Bottled Water  30 water sheds should maintain 60 bottles at all times  20 pallets of water delivered six times a week from October to April  40 pallets of water delivered two times & 20 pallets of water four times a week from May to September  Water delivered at night o 103 Bulk Water Tanks  Approx 2 million gallons delivered monthly  Tank levels maintained above 25% full  Emergency response to deliver water within one hour of notification 8) HVAC Trainer: • General Description. The Contractor shall provide training services to the 379th Expeditionary Civil Engineer Squadron. This service will be provided in support of operation and maintenance of industrial chilled water systems and electronic controls. The Contractor Trainers will be embedded with the Operations Flight to provide on-the-job (OJT) hands-on training and classroom training for military Heating, Ventilation, and Air Conditioning (HVAC) technicians to ensure they are fully capable of operating and maintaining industrial chilled water systems and electronic controls. The Contractor shall monitor the military technicians during the performance of service calls of high complexity. • Provide training services in support of operation and maintenance of industrial chilled water systems and electronic controls. • Contractor Trainers will be embedded with the Operations Flight to provide on-the-job (OJT) hands-on training and classroom training for military Heating, Ventilation, and Air Conditioning (HVAC) technicians to ensure they are fully capable of operating and maintaining industrial chilled water systems and electronic controls. • The Contractor shall monitor the military technicians during the performance of service calls of high complexity. • • Industrial Chilled Water Systems.  The Contractor personnel must have a minimum of 10 years' experience specializing in industrial chilled water systems  Must be able to communicate clearly and effectively during course of instruction. The Contractor personnel must have experience with Carrier, York, Trane, and McQuay chiller systems. • The Contractor personnel must be highly proficient in troubleshooting, maintaining and repairing the following equipment:  50-400 ton chillers  Compressors  Chilled water pumps  Two and three way valve actuators  Electronic damper actuators  Water and air temperature sensors  Water flow switches  Air differential pressure switches  Closed loop chilled water system water treatment • The Contractor personnel must be equally proficient with the following equipment:  Direct Digital Controls  Starter control stations  Inertia air separators  Duct heaters  Electrical distribution; 50 and 60 cycle systems • Individual(s) brought aboard has  Documentation (certificate, diploma,etc.) to show in-residence training from Carrier, York, Trane and/or McQuay pertaining to chillers and their electronic controls.  Certified Master Operator in building automation systems. Provide documentation (certificate, diploma, etc.) to show in-residence training course, whether it's Seimens, Johnson Controls, etc. 9) TCN Monitoring: The Contractor shall provide all personnel, labor, equipment, tools, materials, supplies, vehicles, supervision, and other items and services necessary to perform TCN Monitoring service for all TCNs utilized o Approximately 60 USNs are used as escorts at this time o Must have security clearance and capable of gaining access to AUAB o The Contractor shall maintain positive control over their assigned escort badge and brassard with zero (0) discrepancies allowed o The Contractor escort vehicle shall be no more than 50 feet away from the vehicles being escorted 10) CAOC Facility Manager: o The Contractor shall provide facility management services for the Al Udeid Air Base Combined Air and Space Operations Center (CAOC) facilities (buildings 6873, 6874 and 6875) and support facilities (buildings 6834, 6843, 6848, 6869, 6880 and 8000). o Maintain records o Make service calls o Monitor fire detection and suppression systems o Facility surveys and inspections o Backup power generation system monitoring o Fire and safety hazards o Locks and keys o Electrical systems o Insect and rodent control o Self-Help Work o Necessary facility clearance for contractor and security clearance for individuals, currently a secret clearance.
