Description
DFARS 252.209-7994 Form The U.S. Air Force requires an Infrared Camera that meets the specifications outlined below. The anticipated award is firm fixed price - best value. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is FA8601-14-T-0061 issued as a Request for Quotations (RFQ) and is conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72, 1 January 2014. The NAICS is 334511; and the small business size standard for this NAICS code is 750 employees. The proposed acquisition is full and open competition. This RFQ has one line item: Contractor shall provide an Infrared Camera that meets the following specifications: Camera Requirements: • At least 640 pixel x 512 pixel detector with spectral range from 1.0-5.0 μm • Operating temperature range > -40°C to 50°C • Measurement temperature range > -20°C to 2000°C • At least 15um x 15um pixel pitch • At least 14 bit dynamic range • Greater than 99.8% operability (99.95% typical) • A NEdT of <20mK (18mK typical) across the entire operational range regardless of f# • Supports integration time from 500nS to full frame time • 50 megapixel clock rate allowing 640x512 @ 126 frames/sec • Programmable frame rates from 0.0015Hz to 126Hz depending on window size • Asynchronous Integrate While Read or Asynchronous Integrate Then Read read-out modes • Adjustable Digital Gain and Offset to map linear portion of the FPA to the full range of the digital count values • Cooled by a rotary cryo-cooler with 7 minute cool down time • Internal, four position warm filter wheel with auto-recognition of the installed filters • At least 4x microscope lens (f/4.0) capable of a spatial resolution of 3.75μm per pixel • At least 50mm lens (f/2.3) capable of calibrated measurements from-20°C to 350°C • At least a 1-4x digital zoom and pan • Weight w/o lens of < 10.0 lbs • Size w/o lens (LxWxH) of < 9"x6"x7" Camera Input/Output Requirements: • Command & Control available by Gigabit Ethernet or USB • Digital data available on Gigabit Ethernet • Analog Video Output via NTSC/PAL (via B-N-C) • Advanced Analog Video Output AGC (Automatic Gain Control) algorithms o Including Linear, Plateau and Dynamic Detail Enhancement (DDE) o All AGC Modes must be adjustable and allow for brightness and contrast adjustments • Analog Video output available in all frame rates, integration times, and window sizes • Ability to create Non Uniformity Corrections on the camera & apply them independently on analog & digital output • Supports preset sequencing for Superframing or Dynamic Range Extension with 4 presets available on the camera head • Trigger-In for triggering the camera to external devices - via B-N-C, software shall be compatible with recording triggered frames • Sync-In for synchronizing the camera to external devices - via B-N-C Camera Calibration Requirements: • On-camera thermographic calibrations up to 350°C • On-camera Ambient Drift Compensation - The camera has a significant temperature accuracy advantage due to its automatic internal compensation for ambient temperature changes. This is a critical benefit for accurate temperature measurement - especially when operating the camera outside or under varying temperature conditions. • 50mm lens (f/2.3) capable of calibrated measurements from-20°C to 350°C • High temp thermographic calibration up to 2000°C Software Specifications: • Connecting the camera to a PC via the camera's GigE digital port will provide analysis of full 14-bit digital data using the software. • The software must allow for the recording of static imagery or a collection of image sequences. • The software must offer compatibility with the most common IR camera image formats:.sfmov,.img,.seq, radiometric jpeg (Agema & FLIR). Any software that cannot read and measure temperatures on all of these types of images is not acceptable since it will not allow us to use our archives of images. • The software must be able to store images as IR images, standard windows bitmaps (.bmp), standard ASC II (comma separated values.csv) and sequences of images as sequence files (.seq) or as a series of bitmaps or as a.avi movie. • Analysis Functions - o Must include multiple spotmeters, rectangles, circles, line profiles (straight and bendable), and isotherms o The temperature of each tool should be displayed on the image and in a results table and must update as the tool is moved around the image and as the sequence is played back. For area measurements the minimum, maximum, average and standard deviation of temperature should be displayed. o A profile of temperature should be graphed for each line and update in real time • Time vs. Temperature Plots - The software must provide time vs. temperature plots for each tool. This plot must be graphed and the data for the curve stored in a format that can be opened directly in MS Excel. • The software must support acquisition to memory to allow for burst recording at the maximum frame rate of the camera as well as acquisition to disk for longer recording periods at slower frame rates. • The software must be able to read out in degrees (C, F, K) or A/D counts. • The software must support automatic gain control of linear or plateau equalization and shall scale off entire image, manual selection, or selected region of interest. • The software must have built in camera command and control for a variety of cameras including FLIR A, S and SC Series cameras. • The software must have customizable workspaces with a "float and dock" type interface to tailor how plots and graphs are displayed per user preferences. • The software must have the ability to use either factory or user generated calibration files. A built-in calibration and NUC wizard must be included to step the user through PC-side NUC's and radiance/temperature calibrations. • The software must be compatible with the camera's ambient drift compensation feature for repeatable accurate temperature measurements. Training, Technical Support and Service: • Training, technical support and service provided by the manufacturer. More information is available upon email request to Josh Meyerhofer at Joshua.Meyerhofer@us.af.mil. Quotations need to adhere to FAR 52.212-1 Instructions to Offerors - Commercial; and include a completed FAR 52.212-3 Representations and Certifications.
