- Request Form (Moshikomi-sho) Vendor Outreach Session (VOS) 374th Contracting Squadron Specialized Flight Vendor Outreach Sessions are a series of pre-arranged approximately one-hour appointments with Contract Specialists from 374th Contracting Squadron. This VOS will focus on providing local transportation business entities, who have no experience of doing business with the US Government as a prime contractor, an opportunity to discuss their capabilities, obtain information on learn how to do business with the US Government (USG) in Japan, learn potential procurement opportunities, and exchange commercial transportation business practices in Japan with Contract Specialists. <Purpose> • Provide educational opportunities on doing business with USG in Japan • Help increase awareness for business opportunities with USG in Japan • Exchange information on their capabilities and services/goods • Exchange information on commercial transportation business practices in Japanese market NOTE: This session is focused on transportation related services in Japan. <How VOS will be conducted> • Each session is held one-on-one or via conference call for maximum one-hour with Contract Specialists • Sessions are held between 9 a.m. and 4 p.m. Japan local time • A maximum of (3) three attendees are allowed per company for one-on-one session. This does not apply to conference calls. • Registration will be required. Administrative instructions will be provided upon appointment confirmation. <Program Eligibility> • Companies who have proper business permits to perform transportation or transportation related services (such as packing & crating services) in Japan. • Companies who have no experience of doing business with the USG as a prime contractor • Companies must not be listed in the Sytem for Award Management (SAM) Exclusions at https://www.sam.gov/portal/public/SAM/#1 <When VOS will be conducted> • VOS is scheduled during the period of 17 thru 31 January, 2014, Japan local time. <How to Register with VOS> • Advance registration is required. Please follow the steps below: 1. Please fill out attached VOS Request Form 2. E-mail the completed form to the POC specified in the form. 3. Once your request form is received successfully, you will receive notification that appointments have been scheduled and an e-mail confirmation. • NOTE: 1. Appointments will be made on a first come first serve basis. 2. There is no cost to attend the VOS. However, it is the responsibility of participating companies to pay for any costs associated with attending the session such as travel costs if participation is to be in-person. <Tips for a Successful Vendor Outreach Session> • Guidance in Japanese language is prepared. Review the information material provided in advance. • Visit FedBizOpps (https://www.fbo.gov/) for a current list of requirements <Cancelation Policy> • If 374 Contracting Squadron is closed due to inclement weather or any other reason, the scheduled VOS will not be held. Information on any potential changes in the appointment will be notified to the participants in advance. • Participants are required to notify POCs at 374 Contracting Squadron in advance if they wish to cancell the apointment. <Notes> • Please try to arrive before your appointment, taking into consideration expected and unexpected commuting delays. • An ID with a picture showing your nationality (passport, Juki-Net card or driver's license with 8(4x2)-digit registered PIN) will be required to enter the Gate No 5 (Supply Gate). If you drive, automobile inspection certificate and compulsory automobile liability insurance ("Shaken-shou" and "Jibaiseki-Hoken-Shousho") are required. Please allow at least 15 min. to obatin gate passes. Details will be provided when appointment is confirmed.  Japanese Translation ベンダー・アウトリーチ・セッションVOS 横田基地契約本部・特殊契約課  VOSは、横田基地契約本部の担当者が入札参加にご興味のある業者さんに入札のガイドライン等をご説明すると共に、ご提供いただけるサービスの内容などをご紹介していただくセッションです。 今回のVOSでは以前に在日米軍との契約をお持ちになったことのない輸送業者さんを対象に行います。   以下、VOSの概要です。良くお読みの上、ご希望の場合は添付の参加申込書にてお申込ください。 <目的> • 基本的な契約手続き・条項・競争参加資格条件などに関するガイドラインの説明 • 在日米軍の公告・公示調達情報の紹介 • 提供していただけるサービスの内容紹介 • 日本国内の輸送業務に該当する法基準や商習慣 注:今回は、輸送業務サービスに限定させていただきます。 <VOSの方式> • 対面または電話会議により1時間以内。 • 午前9時より午後4時(日本時間)の間。 • 対面の場合、業者側の参加者は3人まで可。 • 事前に登録が必要。登録の際、別途詳細の説明がある。 <参加資格> • 日本国の法規に基づき輸送業務の営業に必要とされる認可等を保持する者 • 過去に在日米軍との契約を主契約者として持ったことのない者 • 米国政府の契約管理システムSAMの入札参加除外業者リストに載っていない者 https://www.sam.gov/portal/public/SAM/#1 <期間> • 2014年1月17日~31日(日本時間)を予定。 <登録方法> • 以下の通り: 1.添付のVOS申込書を記入 2.申込書を契約本部担当者にメールで送信 3.決定した日時と別途詳細を担当者より受ける • 注意点: 1.日時は受付順に決定される。 2.VOSへの参加費用は一切無料。ただし、参加業者は参加にかかるすべての費用(対面の場合の旅費など)は自己負担とする。 <VOSを有益にするためのアドバイス> • 登録の際に送信される日本語でのガイドラインを事前に読んでおく。 • 米国政府公告・公示調達情報サイトFBO(https://www.fbo.gov/) を事前に見ておく。 <キャンセル事項> • 悪天候等により当契約本部が閉鎖になった場合、VOSは行われない。その場合には事前に担当者より参加業者に連絡をする。 • 参加業者がキャンセルをする場合には、契約本部の担当者に連絡すること。 <注意事項・追記> • 予想される交通事情などを考慮して開始時刻より前に集合場所に到着するように心がけること。 • 集合場所は横田基地第五ゲート(サプライゲート)の予定。入門には写真入りでで国籍がわかるものを持参すること(パスポートや住民基本台帳カード、または運転免許証の場合は2つの4ケタ暗証番号を忘れないこと)。車両で入門する場合には車検証と自賠責保険証書が必要。入門の手続きには少なくとも15分を要する。詳細は登録完了時に担当者より説明がある。 以上
