This is a market research tool to determine the availability of sources prior to solicitation. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Coast Guard, implied or otherwise to issue a solicitation or ultimately award a contract. An award will not be made on the offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. All small businesses as well as large businesses are encouraged to respond. Upon review of industry responses to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of a full and open competition is in the Government's best interest. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. PLEASE SUBMIT RESPONSES VIA THE DOCUMENT SUBMISSION OPTION PROVIDED BY FBO ONLY. Use link at top of page entitiled, "Note: This opportunity allows for electronic responses. Click here to log in and submit a response." Scope: The Coast Guard anticipates a requirement for a construction project at USCG Base Kodiak; Barracks Building 54 Renovation. The projected contract performance period is estimated to be May 2014 through February 2015. Scope: Remodel a WWII era 2 story wood and steel framed barracks structure. Includes complete renovation of all existing building components; exterior envelope (siding, doors, windows), all interior finishes and systems, sprinkler systems, HVAC, plumbing, electrical and finishes. Includes seismic retrofit of the structural steel framing. Project also, includes exterior site work for drainage, water line repairs, and paving. Incidental work includes asbestos and lead abatement of existing building components. This construction effort is expected to be a small business set-aside, but all interested parties are encouraged to submit capabilities statements. The work is standard construction (bid-build). However, the capability for performance based elements may be included. Design-build services are NOT required. Desired capabilities and qualifications include: • Expertise in construction related services. • Experience working in remote locations with harsh seasonal weather conditions, and logistical challenges. • Experience with projects of similar size, scope, magnitude and complexity as the work described. • Bonding capability to $5M. The applicable North American Industry Class System (NAICS) 2012 codes are 238990, or any appropriate code for the requirements described. No solicitation is being issued at this time and specifications are not available. When available; solicitation(s) in their entirety and any subsequent amendments will be available at no charge online at http://www.fbo.gov. 36.204 -- Disclosure of the Magnitude of Construction Projects. Advance notices and solicitations shall state the magnitude of the requirement in terms of physical characteristics and estimated price range. In no event shall the statement of magnitude disclose the Government's estimate. Therefore, the estimated price should be described in terms of one of the following price ranges: (f) Between $1,000,000 and $5,000,000. Your response should include the following: (a) A positive statement of your intent to submit a proposal for this solicitation as a prime contractor, and meet self performance requirements. (b) Indicate your capability to fulfill expected requirements during the indicted performance period. (c) Discuss examples of work similar to the requirements anticipated, including any previous performance on Construction contracts in Alaska for Federal Agencies. (d) Provide your business size/classification. If your firm is a small business, as established by the Small Business Administration, HUBZone certified in accordance with FAR 19.1303, 8(a) small business certified in accordance with FAR 19.802, Women-Owned Small Business (WOSB) certified in accordance with FAR 19.1503 or Service Disabled Veteran Owned Small Business (SDVOSB) certified in accordance with FAR 19.1403 and intends to submit an offer on this acquisition, please indicate this in your response. If applicable; include a copy of the letter from SBA stating date of small business, WOSB, or HUBZone small business certification or acceptance to the 8(a) business program. In the case of Service Disabled Veteran Owned Small Business Concern, please provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration).
