Description
1. NOTICE: This is not a solicitation, but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334511, which have a corresponding Size standard of 750 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran­ Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: 2.1 The following information is provided to identify potential contractors who have the skills, experience, and knowledge required to successfully provide the described capability. AFLCMC/WWMPA F-16 System Program Office, Integration Section, Hill AFB, UT intends to award a contract to design, manufacture, and test a prototype adapter to the AN/ALM-288 tester. The ALM-288 is the support equipment that simulates the release of countermeasures from the aircraft via signals it receives from the AN/ALQ-213 Electronic Warfare Management System. With the current Pylon Integrated Dispenser System Universal (PIDSU), the ALM-288 is inserted into one of the PIDSU's three pylon magazine chambers to accomplish testing. USAF has recently flight tested and SEEK EAGLE certified a modification to the PIDSU that cants the countermeasure magazines downward and replaces the PIDSU breech plate. This modification impacts the ALM-288's ability to fit and interface with the modified PIDSU; therefore an adapter to the ALM-288 is required. This action is being conducted to identify potential sources capable of meeting the requirements for the following: a. The potential source shall develop a prototype adapter to the AN/ALM-288, enabling the ALM-288 to connect with the USAF flight-tested, modified PIDSU pylon. b. All functions native to the ALM-288, including countermeasure release simulation and stray voltage testing, shall be maintained. c. The potential source shall be able to demonstrate a thorough technical understanding of the F-16 Blocks 25/30/32, the PIDSU pylon (both current and modified version) and the ALQ-213 system. d. The potential source shall consider field usability and sustainability into its adapter design, including efficient methods of removing the adapter from the PIDSU. e. The potential source shall provide engineering and program management support for formal reviews and tests throughout the design and testing process. This includes supporting government presence at a contractor testing site, and contractor support at a government testing site. f. The potential source shall develop and deliver prototype retainer plates to support future USAF testing. These retainer plates interface between the PIDSU breech plate and its countermeasure magazines, and identify the type of countermeasure to be loaded. g. Technical data, technical reports, design drawings, and instructions for usage, installation, and maintenance shall all be required. h. It is estimated that the required delivery for a fully qualified hardware will be no later than six (6) months after receipt of order (ARO). 3. This is a request for information seeking sources capable of meeting the requirements in the attached Purchase Description. When responding please include: a. Company Name and Cage code. b. Who is your POC? Please provide an email address and phone number. c. Please describe your experiences with the same or similar items. Also describe how you would address the requirements in Section 2, letters a. through h. d. Suggested NAICS Code. e. Business Size Classification for NAICS and qualifications if any and any sub-category. f. Would you be a prime or subcontractor? g. Lead Time for the task performance. All responses can be submitted to the POC via e-mail or fax.
