FEDBIZOPPS SPECIAL NOTICE FEDBIZOPPS SPECIAL NOTICE REQUEST SUBMISSION OF STATEMENTS OF QUALIFICATIONS TO PROVIDE THE U.S. DEPARTMENT OF TRANSPOTATION, FEDERAL RAILROAD ADMINISTRATION SPECIALIZED INVESTIGATIVE TRAINING FOR RECENTLY HIRED FEDERAL AND STATE RAILROAD SAFETY INSPECTORS AND SPECIALISTS, AND SPECIALIZED RAILROAD ACCIDENT INVESTIGATION TRAINING FOR RECENTLY HIRED FEDERAL RAILROAD SAFETY INSPECTORS AND SPECIALISTS HIGH LEVEL SUMMARY: On a SOLE-SOURCE basis, the U. S. Department of Transportation, Federal Railroad Administration (FRA) Office of Railroad Safety plans to obtain specialized investigative training for recently hired Federal and State Railroad Safety Inspectors and Specialists, and specialized railroad accident investigation training for recently hired Federal Railroad Safety Inspectors and Specialists. Two separate training events will occur in calendar year 2014. The first will be 15-17 April and the second will be 10-12 June. BACKGROUND: Accident investigation and report preparation procedures are unique to FRA and must comply with Chapter 4 of the General Manual. FRA wishes to modify the course by having the contractor develop an electronic student manual on the FRA Railroad Accident/Incident Notification and Initial Investigation Report, along with hard copies of any student practical exercises. These procedures include: FRA Guidelines for Conducting Interviews Regulatory Noncompliance: Required Recommendations for Penalties FRA policy relating to violations in connection with post-accident investigation FRA's Statutory Accident Investigation Authority Applying FRA Accident Reporting Requirements Analyzing Railroad Accident Reports Processing Physical Evidence - Alcohol and Drug Testing Processing Physical Evidence - Locomotive Event Recorders Processing Physical Evidence - Hazardous Materials General Manual Chapter 4 - Review and Analysis Mr. Theodore Bundy has over 30 years of experience with Railroad Accident Investigation training, primarily with the Federal Railroad Administration. During his tenure with the FRA, he was responsible for managing the technical training program. He was the principal author of the General Manual, including Chapter 4 - FRA Accident Investigation Guidelines, which is essentially the document FRA uses to conduct accident investigations. Mr. Bundy also authored the FRA Guidelines for Conducting Interviews, and guidelines for complaint investigations and violation reports related to complaints. The FRA has an immediate need to deliver the courses in order to ensure that newly hired Safety Inspectors and Specialists have the skills and competency necessary to perform the job. Notwithstanding FRA's sole-source intentions as specified and justified above in this Special Notice, any person or organization which believes that it can provide specialized investigative training for recently hired Federal and State Railroad Safety Inspectors and Specialists, and specialized railroad accident investigation training for recently hired Federal Railroad Safety Inspectors and Specialists ----by performing all of the functions described above, and at the very HIGH level of QUALITY which is indispensable to FRA----may, not later than 11:59 PM Eastern Time January 21, 2014, e-mail, to tyrone.moorer@dot.gov, a Statement of Qualifications attempting to prove the submitter's capabilities.
